2024 L2324 Merit Process
Planning for L2324 Staff members is open beginning Monday, May 20. Similar to previous years, all planning is done through the BUworks portal. If you have ECM Recommender or Approver access, you will see the appropriate ECM tab at the top of the portal screen. If you are missing access, please contact your department’s DSA, who will need to submit a request for this permit.

Frequently Asked Questions (FAQs)
Q: What types of increases are included in the L2324 Annual Review Process?
A: There are three different types of review categories included in the L2324 Annual Review Process:
- General Increase: L2324 employees actively employed on the effective date of increase will receive a general increase in their hourly rate. The increase percentage is determined by the negotiated rate in the L2324 contract.
- Performance Increase: L2324 employees are also eligible for a performance-based increase, provided that the following conditions are met:

- The employee receives an overall performance rating of at least “meets standard” (17).
- The employee completes his or her probationary period* on or before April 1 of the increase year.
- The employee is still actively employed on the effective date of the increase.

- Years of Service: Per the L2324 contract, employees who have completed three years of service as of the effective date of the increase will be raised to the first quartile, and employees who have completed five years of service as of the effective date of the increase will be raised to the midpoint. Employees are only eligible for these adjustments if they receive an overall performance rating of at least “meets standard.” Employees receive either the General and Performance increase, or the Years of Service increase, whichever is greater.
Q: What if I am missing an employee, or employee data appears incorrect in the worksheet?

Q: When I log into the system, no employees appear, or only those employees who report directly to me appear. How can I display all employees within my area?
A: When you log into the system, only your own direct reports will be displayed. If you are planning for a whole area, including for employees who do not report directly to you, you will need to proxy to another manager. Instructions for proxying to another manager can be found

Q: I see the Guideline is distributed according to Organizational Unit. Do I need to adhere to the Guideline by Organizational Unit?
A: Although the Guideline is calculated and displayed in ECM by Organizational Unit, you may allocate the Guideline for your entire area across all Organizational Units, provided you do not exceed the overall total. Please note that the Guideline in ECM for this cycle will continue to update with employee changes, although it has been decided that a static Guideline will be used throughout the process. Q: How can I add or remove access to ECM for someone within my area?
A: Your section’s
DSA must make the request to add or remove access through the DSA request function on the
BUworks portal. To request access one of the following roles must be requested:
- Recommender: E.HR.ECM_MERIT_RECOMMENDER
- Approver: E.HR.ECM_MERIT_APPROVER
The DSA must also add the org # of the highest org for which a person should be recommending or approving.
