Garčević Discusses Montenegro’s Transition

In the aftermath of Montenegro’s recent political transition, Ambassador Vesko Garčević, Professor of the Practice of International Relations at Boston University’s Pardee School of Global Studies, was asked to comment on the formation of a new Montenegrin government and the US stance on it. In a Voice of America feature published on November 3, 2023, Garčević emphasized the complex journey that the newly formed government faces in maintaining Montenegro’s commitment to Euro-Atlantic integration.
As an expert in international relations, Garčević expressed skepticism about significant foreign policy shifts, stating,
“I do not expect Montenegro to make any spectacular turnaround in its foreign policy orientation, but I can expect it to be a reluctant NATO member.”
This transition follows months of negotiations and the election of a new government in Montenegro. While the government has pledged to maintain Montenegro’s goals of EU and NATO membership, the professor’s insights suggest potential hurdles.

Ambassador Vesko Garčević dealt with issues pertinent to European security and NATO for almost 14 years during his diplomatic career. In 2004, he was posted in Vienna to serve as Ambassador to Organization for Security and Cooperation in Europe. He was Montenegro’s Ambassador to NATO from 2010 until 2014 and served as Montenegro’s National Coordinator for NATO from 2015 until he joined the faculty at the Pardee School.
