Gallagher in Bloomberg View: China’s Bolivian Loans
Kevin Gallagher, Professor of Global Development Policy at the Frederick S. Pardee School of Global Studies at Boston University, said that as the scramble for Chinese money in Latin America continues it will be imperative for Latin Americans to hold their public officials accountable.
The article specifically focuses on the recent rejection by the Bolivian public of a proposal to change their constitution to allow President Evo Morales to run for a fourth term.
Gallagher was quoted in a February 26, 2016 article on Bloomberg View, entitled “The End of the Line for Bolivia’s President.”

“The running joke is that if a Chinese loan is signed in the morning, the shovels will be in the truck by after lunch,” said Boston University’s Kevin Gallagher, a scholar of China-Latin America relations.
“The onus for that kind of due diligence is going to have to come from the client country,” Gallagher said. Bolivians have taken note.
Kevin Gallagher is the co-chair of the Task Force on Regulating Capital Flows and has served as an advisor to the Department of State and the Environmental Protection Agency in the United States, as well as to the United Nations Conference on Trade and Development. Gallagher has been a visiting or adjunct professor at the School for Advanced International Studies at Johns Hopkins University, the Fletcher School of Law and Diplomacy; El Colegio de Mexico in Mexico; Tsinghua University in China, and the Center for State and Society in Argentina.
