Boric’s China Visit: Heine Addresses Controversies

In an October 8, 2023, interview with CNN Chile, Amb. Jorge Heine, Research Professor at Boston University’s Frederick S. Pardee School of Global Studies and Interim Director of the Frederick S. Pardee Center for the Study of the Longer-Range Future, provided valuable insights surrounding President Gabriel Boric’s upcoming visit to China. Heine dismissed criticism of Minister Camila Vallejo accompanying Boric on his trip as “somewhat artificial”. He expressed support for Chilean ministers visiting China, emphasizing the positive aspects of strengthening ties with the country.
“I think it’s good that Chilean ministers go to China, the more, the better. China is our main trading partner, a major power, and this controversy seems like a storm in a teacup,” commented Heine.
Heine also highlighted President Boric’s participation in the third international forum of China’s Belt and Road Initiative, stressing its significance in developing infrastructure and connectivity globally. He urged prioritizing economic relations with China, citing the potential for increased trade and investment, especially in areas like lithium and copper.
Addressing concerns about human rights, Heine explained the established protocol of discussing such matters in multilateral forums rather than bilateral meetings. He encouraged a balanced approach to maintain fruitful relations with both China and the United States.
Moreover, Heine underscored the missed opportunities for Chile in digital connectivity, advocating for the revival of the abandoned submarine cable project between Valparaiso and Shanghai.
As President Boric prepares for this crucial visit, Heine urged a proactive approach, considering China’s role as a vital economic partner. The interview provided valuable insights into the complexities and opportunities surrounding Chile’s diplomatic relations with China.
