Heine Publishes Journal Article on Latin America’s Place in a “New Cold War”
[Updated September 21, 2020] Ambassador Jorge Heine, Research Professor at the Frederick S. Pardee School of Global Studies at Boston University, co-authored an article in the latest issue of Foreign Affairs Latinoamérica ( vol. 20, No 3, July-September 2020), Latin America’s leading international relations journal.
In the article, entitled “Latin America: Non-Alignment in the Second Cold War,” Heine and co-authors Carlos Fortín and Carlos Ominami argue that in the throes of a new Cold War, and in the midst of its deepest crisis in a century, Latin America must walk a well-calibrated middle path between the United States and China, and not fall into the trap of choosing sides between Washington and Beijing.
