Garčević’s NATO Conference Takeaways

On October 10 and 11, 2023, Amb. Vesko Garčević, Professor of the Practice of International Relations at Boston University’s Pardee School of Global Studies, actively participated in the prestigious NATO and Security Challenges conference in Sarajevo, Bosnia and Herzegovina. The event, organized by the Atlantic Initiative of Bosnia and Herzegovina and generously sponsored by the Norwegian Government, provided a platform for scholars, security experts, and practitioners from across Europe to delve into discussions on regional security threats, with a particular focus on the Balkans. Notably, the High Representative for Bosnia and Herzegovina, Christian Schmidt, was among the distinguished guest speakers.

During his involvement in the conference, Professor Garcevik contributed insights to the panel titled “Unveiling Global Ripples: Russia’s Ukraine Aggression and Its Impact on Global Stability.” His analysis foresaw an extended duration of the Ukraine conflict, highlighting the strategic motivations on both sides for leveraging battlefield gains in subsequent negotiations. Anticipating the post-war landscape, Professor Garcevik projected a phase of ‘provisional/unstable multipolarity,’ a truce where major powers temporarily find common ground, recognizing the intractability of the conflict on the battlefield. However, he cautioned that such a model may fall short of ensuring lasting stability on the Continent, considering the diverse interests at play.

Ambassador Vesko Garčević dealt with issues pertinent to European security and NATO for almost 14 years during his diplomatic career. In 2004, he was posted in Vienna to serve as Ambassador to Organization for Security and Cooperation in Europe. He was Montenegro’s Ambassador to NATO from 2010 until 2014 and served as Montenegro’s National Coordinator for NATO from 2015 until he joined the faculty at the Pardee School.
