Igor Lukes, Professor of International Relations and History at the Frederick S. Pardee School of Global Studies at Boston University, said that there were complications in a possible closer relationship between the U. S. and Russia as both nations look to fight ISIS.

Lukes made his remarks on a Nov. 16 broadcast on the Canadian news network CTV.

From the segment, Lukes said:

“Pushkov, who runs the foreign affairs committee of the [Russian parliament] Duma, said that the West now needed to join Russia in an all-out struggle against the Islamic extremists in Syria. But of course, before the U. S. and Russia entertain this possibility, they would have to agree whether ground troops will be deployed. And President Obama said that he will not ‘shoot first, aim later.’”
