OBJECTIVES:
DRL’s goal is to build a portfolio of evidence to further identify democracy, rights and labor rights program strategies that are effective. DRL’s Evaluation Innovation Fund is an initiative that seeks to contribute to our office’s ongoing mission—promoting democracy, protecting human rights and international religious freedom, and advancing labor rights globally—by supporting applied research and evaluation to improve projects overseas.
DRL’s objective is to support applied research and learning projects that generate evidence on what works and why related to democracy, human rights and governance (DRG) programming. Within the proposal, the applicant should address the following research question: “What factors and conditions should exist for local pro-democracy, human rights, and labor organizations to effect positive change?” The applicant should outline their methodology and sampling / selection criteria, as well as how they will apply its methodology to assess the research question. The positive change defined in the research proposal should relate to macro- or meso-level effects. For example, positive effects of interest may include, but are not limited to, instances where movements have effectively advocated policy proposals or legislation; or contributed to the necessary space for marginalized populations to exercise their rights. It is noted that the type and significance of change to be investigated will vary according to the context in which these movements are operating, however it should be considered a medium- or long-term result. Once completed, the assessment methodology and findings should be publicly available, so the broader democracy, human rights, and labor rights community can apply and learn from them to understand how they can improve strategies, approaches, and decision making.
FUNDING INFORMATION: up to $400,000 over three years
ELIGIBILITY RESTRICTIONS:
Providing cost sharing, matching, or cost participation is not an eligibility factor or requirement for this NOFO, and providing cost share will not result in a more favorable competitive ranking
INTERNAL SELECTION PROCESS:
Interested investigators should submit the following materials via InfoReady Review by DATE: 4/13/20
- Questions outlined in InfoReady Review application;
- A brief statement (up to 2 pages) by the candidate describing their achievements and proposed project;
- A brief budget outline for the proposed research
- Up-to-date CV or biosketch.
A faculty committee will review internal proposals and select nominees.
