OBJECTIVES:
The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for a program which aims to respond to evolving opportunities and threats to the protection and advancement of the fundamental freedoms of association, assembly, expression, and religion.
DRL will award an overarching cooperative agreement to a consortium of at least four NGOs with global reach (“Consortium”), to collaborate on the execution of individual projects in which “action-forcing events” have triggered the need for intervention to counter or prevent the closing of democratic space and/or where progress in erecting democratic institutions and establishing the rule of law is in jeopardy. “Action-forcing events” are defined as but not limited to: snap elections, unexpected change in government leadership, upticks in violence/crackdown on civil society, new legislation that would have a significant impact on fundamental freedoms, and rapid deterioration of the media environment. However, as this is a cooperative agreement, both the Consortium and DRL may present potential causes for intervention as the situation on the ground, globally, requires it.
FUNDING INFORMATION: up to $5,017,283
ELIGIBILITY RESTRICTIONS: Providing cost sharing, matching, or cost participation is not an eligibility factor or requirement for this NOFO, and providing cost share will not result in a more favorable competitive ranking
INTERNAL SELECTION PROCESS:
