DOS DRL Evaluation Innovation Fund – Community-Defined Impact

OBJECTIVES:

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects focused on understanding and exploring how communities define impact(s) related to democracy and human rights contexts.

 

DRL’s goal is to build a portfolio of evidence to further identify democracy, rights and labor rights program strategies that are effective. DRL’s Evaluation Innovation Fund is an initiative that seeks to contribute to our office’s ongoing mission—promoting democracy, protecting human rights and international religious freedom, and advancing labor rights globally—by supporting applied research and evaluation to improve projects overseas.

 

DRL’s objective is to support applied research and learning projects that generate evidence on what works and why related to democracy, human rights and governance (DRG) programming. Within the proposal, the applicant should address the following research question: “How, and/or in what ways, do communities—based in restrictive democratic environments or those affected by human rights abuses—define and / or understand impact?” The applicant should outline their methodology and sampling / selection criteria, as well as how they will apply this methodology to assess the research question. In their proposals, applicants should also be clear in how they are defining community—i.e., the characteristics shared (e.g., geography, identity, socio-economic status, shared linguistic heritage, etc.). Improving this understanding, through systematic research, may aid funders and practitioners in establishing strategies and approaches that meet the needs of local groups. Once completed, the research methodology and findings should be publicly available, so the broader democracy and human rights community can apply and learn from it to understand how they can improve strategies, approaches, and decision making.

 

FUNDING INFORMATION: up to $400,000 over 1 to 3 years

 

ELIGIBILITY RESTRICTIONS:

Providing cost sharing, matching, or cost participation is not an eligibility factor or requirement for this NOFO, and providing cost share will not result in a more favorable competitive ranking.

 

INTERNAL SELECTION PROCESS:

Interested investigators should submit the following materials via InfoReady Review by DATE: 3/30/2020

  • Questions outlined in InfoReady Review application;
  • A brief statement (up to 2 pages) by the candidate describing their achievements and proposed project including a clear statement of the problem to be addressed and quantifiable research goals;
  • A brief budget outline for the proposed project
  • Up-to-date CV or biosketch.

 

A faculty committee will review internal proposals and select nominees.
