Objectives
The Department of State’s Bureau of International Narcotics and Law Enforcement Affairs has issued an open competition for organizations to submit applications to carry out a project to aimed at reducing recruitment by organized crime groups in Mexico. The proposed projects should advance US security interests by promoting a comprehensive approach that includes prevention, prosecution, and legal reform. The initiative will engage stakeholders, including Mexican Attorneys General, deterrence and disengagement agencies within the Government of Mexico, and civil society organizations, in key Mexican states (Sinaloa, Sonora, Tamaulipas, Jalisco, Michoacan, and Guerrero). Proposed projects should implement intelligence-driven prevention strategies, strengthen public advocacy, enhance prosecutorial capacity, support disengagement programs, and advance legislative reform to criminalize organized crime recruitment.
Funding Information
Up to $1.5 million over 2 years. Cost sharing is recommended but not required for this project.
Projects should intend to begin June 2026.
Eligibility
US- and foreign-based non-profits and educational institutions are eligible. Organizations may form a consortium and submit a combined proposal with one institution functioning as a lead organization.
Internal Selection Process
BU may submit one proposal as a lead organization.

- Proposal Narrative Summary (max 1 page) describing the issue to be addressed (its importance, main causes and who has the power to effect change), suggested approaches and solutions and their associated theories, and anticipated outcomes. As necessary, the Office of Research will review internal applications and select the institutional applicant.
