Martin Spellacy (MET’23)

Martin Spellacy is a retired United States Army officer and senior executive leader in resilience, homeland security, NATO peacekeeping operations, emergency management, and enterprise risk management. With more than thirty-five years of experience across military service, public administration, and higher education, he advises organizations on institutional resilience, crisis preparedness, executive decision-making, and continuity of mission-critical operations.
His career includes service as Director of Homeland Security for the Commonwealth of Massachusetts, Director of Emergency Management at Tufts University, and Special Assistant to the Vice President for Enterprise Risk Management at the University of Massachusetts System. He is an Adjunct Lecturer at Boston University’s Metropolitan College, where his work focuses on institutional risk, governance, compliance, emergency preparedness, coordinated response, and strategic resilience.
He holds graduate degrees in Enterprise Risk Management from Boston University and Emergency Management from the Massachusetts Maritime Academy, along with advanced military education from the U.S. Army Command and General Staff College, the National Defense University National Securities Course, and the Department of Defense Strategic Nuclear Non-Proliferation Program. His professional credentials include Certified Emergency Manager, RIMS Certified Risk Management Professional, OCEG GRC Professional Certification, and Lean Six Sigma Black Belt. He remains active in civic leadership in Holliston, Massachusetts, through the Celebrate Holliston Committee, the Town Policy Advisory Committee, the American Legion, and local schools, reflecting his continued commitment to public service and community resilience.
He and his wife, Lisa, live in Holliston, Massachusetts.
