Todd is involved in multiple projects designed to improve ASL/English teaching strategies, and student outcomes especially as it relates to the role of ASL in Deaf children’s academic programming. His work explores how the modality and affordances of ASL, as well as ASL literacy, can contribute to rethinking texts, composition, genre, and instruction for Deaf children.

Todd's scholarship has several strands including curriculum development, rethinking the design of texts and textuality, training pre- and in-service teachers, and finally creating meaningful roles for ASL in programming for children from pre-K through high school. This work is all geared toward establishing quality ASL/English bilingual education and improving student outcomes.

The scope of Todd's work has been national as well as international. He is currently partnering with Dr. Kristin DiPerri on an intensive curriculum development project in a partnership with the Jamaican Ministry of Education, USAID, and the Jamaican Association for the Deaf. Additionally, he is a core-team member of the Genesis Project (associated with the Motion and Light Lab at Gallaudet University) working to develop and disseminate patterned, visual texts for Deaf children. He is also studying how referring expressions are deployed in ASL texts and how that information can enhance our ideas about composition, accessibility, and better ASL-based materials.
