William Olichney is a Data Analyst at the Boston University Global Development Policy Center for the Data Analysis for Transparency and Accountability (D.A.T.A.) workstream. He holds an M.S. in Business Analytics from the Raymond A. Mason School of Business at the College of William & Mary. His work brings together technical solutions for collecting, cleaning, and transforming data in support of economic and policy analysis.

His work supports the GDP Center’s public-facing data tools that track Chinese overseas loans and investments across energy and infrastructure sectors, helping make complex financial flows accessible and actionable for researchers, journalists, and policymakers. 

Prior to joining the GDP Center, William worked at AidData, where he contributed to the data collection and analysis on the performance of individual Chinese loans to sovereign borrowers in low- and middle-income countries. His work included building data visualizations and developing automated data pipelines to improve data quality assurance and reduce research bottlenecks.
