Victoria was a Global China Research Fellow with the Boston University Global Development Policy Center and a Ph.D. candidate in International Relations and Political Science at the University of Southern California. Her research examines how developing countries respond to shifts in the international economic system. She uses the China-Latin America relationship as the main setting of her analysis. Victoria also holds an M.A. in Economics (USC) and an M.A. in Chinese Studies (University of Michigan).
