Oyintarelado (Tarela) Moses is a Former Global China Research Fellow with the Boston University Global Development Policy Center. She is a doctoral student in the Department of Political Science at the University of Pennsylvania, where she studies comparative politics and international relations. Her research focuses on comparative and international political economy, particularly how domestic institutions shape foreign engagement, with an emphasis on Chinese foreign policy. Before beginning her doctoral studies, Tarela worked at the Boston University Global Development Policy Center, the Export-Import Bank of the United States, and the China Africa Research Initiative. Across these roles, she conducted research on China’s Belt and Road Initiative, finance for development, political risk, and the global export credit market. She earned an MA in China Studies and International Economics from the Johns Hopkins University School of Advanced International Studies (SAIS), a certificate in Chinese and American Studies from the Hopkins-Nanjing Center, and a BA in Political Science and Chinese Language from Duke University.
