    Marc Chalufour is a senior editor/writer responsible for print and digital magazines for the College of Arts and Sciences and the College of Communication.   1. Another option to enfranchise the residents of DC would be to give the District back to Maryland from which it was taken over 200 years ago. They would be represented in the Senate by Maryland’s two senators and Maryland would likely get an additional seat in the House once the DC population is included in their total population.
