Duties:
The mission of the Center for Health Information and Analysis (CHIA) is to monitor the Massachusetts health care system and to provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes in the Commonwealth.
The Senior Health Informatics Analyst will join CHIA’s Health Systems Performance (HSP) Unit of talented, driven analysts to help develop, plan, and produce meaningful analytic products that leverage the agency’s vast data resources. The successful candidate for this career-building position will have both a significant amount of experience using software packages such as SAS and/or SQL to analyze large health care-related datasets, including health care claims and enrollment files, and have a proven ability to effectively interpret, summarize, and communicate his/her analyses. S/he will be goal-oriented, driven to do outstanding work, and have demonstrable interest in health care analysis and reporting. S/he will be energetic, team-oriented, and creative.
Specific Duties:
The Senior Health Informatics Analyst may be responsible for the following duties, among others:
• Design, plan, and produce timely and meaningful analytic products using CHIA’s All-Payer Claims Database (APCD), Hospital Discharge Database, and other internal and external data sources
• Utilize software programs such as SAS, SQL, Excel and/or other business intelligence tools to analyze large claims-, eligibility-, and other health care-data files
• Interpret data accurately and produce clear and comprehensive written analyses, graphics, tables and presentations for diverse internal and external audiences, including the Administration, Legislature, providers, and payers
• Independently plan, organize, and prioritize assigned projects, creating and managing work plans that reflect the tasks, timeframes, and processes required to successfully complete each
• Assist with development, implementation, and documentation of quality assurance (QA) processes to ensure that reported data is accurate and reliable
• Participate in the peer review of analyses and reports produced by CHIA staff, and mentor other members of the Analytic Team, as needed
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years or full-time, or equivalent part-time professional experience in business administration, health care planning or administration, public health policy or administration, human services policy analyses or administration or economics, the major duties of which included financial analysis or costs, expenses and revenue and/or the development, implementation and monitoring or financial reimbursement systems, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor’s degree with a major in health care administration, hospital administration, public health or health services administration, accounting, business administration, business management, public policy, public administration or economics may be substituted for a maximum of two years of the required experience.
II. A graduate degree with a major in health care administration, hospital administration, public health or health services administration, accounting, business administration, business management, public policy, public administration or economics may be substituted for a maximum of three years of the required experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience.

Preferred Qualifications:
The preferred candidate for the Senior Health Informatics Analyst position will have:
• Experience utilizing SAS and/or SQL, in addition to other business intelligence tools or statistical packages, to extract, cleanse, and integrate health care data from various platforms and large datasets, with demonstrable proficiency in writing maintainable, supportable, and well-documented code
• Experience interpreting and analyzing health care utilization, membership, access, quality, performance, and/or cost/ expenditure data to produce clear and comprehensive written analyses for distribution to diverse internal and external groups
• Experience with implementing and using data quality processes, including the demonstrated ability to assess accuracy of output at a report level and to investigate potential issues at a more granular level
• High proficiency in producing graphs, tables, reports and presentations using Excel, PowerPoint, and Word
• General understanding of health care policy, financing, and delivery systems in Massachusetts, and how the Center for Health Information and Analysis monitors those systems
• Ability to communicate clearly and effectively, both orally and in writing, with others internal and external to an organization
• Experience managing multiple projects while successfully meeting deliverable due dates
• Experience working collaboratively, as well as independently, with multidisciplinary teams
