The resources below are designed to help Boston University researchers easily navigate the requirements for importing and exporting research materials. Because these activities are governed by a range of local, state, federal, and international regulations, failure to follow applicable policies can pose significant safety, legal, institutional, and ethical risks. This page is intended to provide a clear, centralized table of offices, contacts, and guidance to support compliance and ensure the safe, responsible transfer of research materials.

Packaging & Transportation for Incoming and Outgoing Materials
  • Follow shipping regulations: IATA/DOT rules, packaging instructions, triple packaging, UN labels guidelines
  • Customs & Paperwork: Prepare shipping documents, commercial invoice, HS code, permits attached, AES filing (if required)
  • Confirm import rules abroad, including whether recipient has required permits and translations
Recordkeeping
  • Retain documentation
  • Keep permits, invoices, institutional compliance approvals (IBC, IACUC, Export, IRB, etc.), MTAs, training records
  • Review and adhere to BU’s record retention policy and any sponsor retention requirements
Reminders
  • Start 30-90 days in advance for permits/licenses
  • Always involve the Export Control and EHS offices early
  • Carefully review signatory requirements. Please note: PIs typically cannot serve as their own signatories. Each compliance office has designated signatories. Do NOT sign anything without confirming the correct BU signing official.
  • Confirm carrier acceptance before scheduling
  • Retain all permits and tracking numbers for compliance audits
  • Use this guidance before every shipment
