Cynthia Spishak
Associate Administrator of the Office of Policy and Program Analysis
Ms. Spishak leads FEMA’s strategic and resource planning, policy, audit, data analytics, defense production act, and international affairs functions. Notably, Cynthia advises on national security priorities regarding building resilience through civil protection and defense as the United States Policy Director for the North Atlantic Treaty Organization (NATO) Resilience Committee, led the development of and leads implementation of the 2022-2026 FEMA Strategic Plan, and leads the FEMA’s implementation of the Foundations for Evidence-based Policymaking Act of 2018 to modernize data management and evaluation capabilities to support policymaking.
Ms. Spishak led interagency and private sector coordination on the White House COVID-19 Response Coordination Team in 2022, advancing the Administration’s priorities regarding critical supply chain issues. She has worked in multiple programs within FEMA, such as leading insurance operations as the Deputy Assistant Administrator for the $5 billion National Flood Insurance Program.
