David Levy serves as a Data Analytics and Learning Advisor for the U.S. Department of State, in the Office of the Coordinator for Foreign Assistance to Europe, Eurasia, and Central Asia. In addition to his work for the Department of State, Dr. Levy serves as a Subject Matter Expert on research methodology for the Special Monitor for Sustainable Police Reform in Puerto Rico under the U.S. Federal Court.

Dr. Levy received his Ph.D. in Sociology from Boston University, focusing on the rise of populist politics and authoritarian institutions in Central Asia. Before joining the Department of State, he served as a MEL advisor for the U.S. Department of Justice’s Office of Overseas Prosecutorial Development, Assistance and Training, as well as lead researcher on evaluations of counter violent extremism programs funded by the U.S. Department of State and the United Nations.
