On March 11,2015, the Massachusetts Department of Public Health (DPH), Office of Preparedness and Emergency Management (OPEM) posted Request for Response (RFR) 161326, Health and Medical Coordinating Coalitions to request proposals from qualified vendors to act as sponsoring organizations for regional Health and Medical Coordinating Coalitions (HMCC). HMCC will develop regional and cross-disciplinary capacity to plan for, respond to, recover from, and mitigate the impact of emergencies affecting the public health. Core disciplines of the HMCC are community health centers and ambulatory care organizations, emergency medical services, hospitals, long term care organizations, and public health.

OPEM has completed review of the applications for RFR 161326 and has awarded contracts, which will begin July 1, 2015, to the following five HMCC sponsoring organization applicants:

OPEM looks forward to working with these five sponsoring organizations and the core public health and medical disciplines to build regional capacity to support the integration of public health and medical preparedness and response.

June Facilitated Meeting

The Office of Preparedness and Emergency Management at the Massachusetts Department of Public Health held the final facilitated meeting of all HMCC representatives at Tower Hill Botanical Garden in Boylston, MA on June 26th to bring to a close the facilitation phase of HMCC development in Massachusetts. Participants heard from Mary Clark, Director of the Office of Preparedness & Emergency Management, about the results of the stakeholder meetings, and about the procurement process that will occur in the fiscal year ending June 30, 2015. Materials for the meeting, including presentations and a resource book are available below.

May Facilitated Meetings

The third Facilitated HMCC meetings occurred during the month of May (with one date in June due to an emergency re‐scheduling of one of the region’s meetings) and representatives addressed three questions:

  •  Review and discuss pros and cons of possible governance models for the HMCC
  •  Brainstorm desirable attributes and capacities for an HMCC regional coordinating agency
  •  Provide an opportunity for representatives to identify implementation questions.

March Facilitated Meetings

During the second round of the facilitated regional Health and Medical Coordinating Coalition meetings, the multidisciplinary representatives reviewed summary information on eight existing healthcare coalition models across the country, and made observations and generated questions about each model.  The observations and questions will be used to gather additional information on the models for representatives and will also inform MDPH Office of Preparedness and Emergency Management planning for HMCCs in MA. Each Region also identified the kinds of organizations within their region that the five core disciplines will want to partner with when the regional HMCC is operational.

January Facilitated Meetings

The first round of facilitated regional meetings with representatives from the five core disciplines (Community health centers/large ambulatory care practices, EMS, hospitals, local public health, and long-term care) took place in Regions 1, 3, 4AB, and 5 in January.  The overall purpose of the facilitated meetings is to gather and share information across disciplines that will support future planning of an HMCC in each region.  In the round one meetings, representatives in each discipline tackled the key question, “What are the resources/capacities in the region that can be adapted and/or inform regional HMCC planning?”  To that end, representatives from each discipline shared information about their discipline-specific health and medical assets, such as mutual aid  agreements and equipment, that exist in the region, as well as the activities supported by MDPH (in each discipline) that are priorities for continuation under HMCC funding.

December 2nd Facilitated Meeting

The Office of Preparedness and Emergency Management (formerly Emergency Preparedness Bureau) at the Massachusetts Department of Public Health held the first facilitated meeting of designated Health and Medical Coordinating Coalition (HMCC) representatives from all 5 core ESF–8 disciplines at Tower Hill Botanical Garden in Boylston, on December 2nd, 2014.

The meeting began the facilitation phase of Health and Medical Coordinating Coalition (HMCC) development in Massachusetts, and was intended to orient the representatives to the facilitation process. ♦Agenda
