We are seeking a senior social scientist (academic or independent researcher) to conduct a qualitative study of reproductive health policy change in India, focusing on unintended pregnancy and family planning.

This study forms part of a broader impact evaluation of programmes to prevent deaths from unwanted pregnancy in 14 countries, implemented in India by the Population Council and the London School of Hygiene & Tropical Medicine. The Department for International Development (DFID) in the UK has funded parallel studies on reproductive health policy change in five of the countries included in the programme (Malawi, South Sudan, Pakistan, India and Zambia).These policy studies will examine the processes of reproductive health policy change over a four year period in each of the countries and document the particular role of programmes focusing on averting maternal
deaths from unintended pregnancy play in bringing about these changes.

Drawing on theoretical insights from health policy analysis and the anthropology of policy, these qualitative studies seek to prospectively examine the context, causal processes, results and consequences of reproductive health advocacy and policy work. Study methods will consist of in-depth interviews with key informants from the reproductive health policy arena and analysis of policy and programme documents media analysis and focus group discussions with communities as recipients of policy change.

The study will be implemented on a part-time consultancy basis between 2013 and 2015, with fieldwork in both New Delhi and Madhya Pradesh. The position will involve some travel to Madhya Pradesh for fieldwork and possibly some
international travel. The candidate should be based in India, ideally in New Delhi or Madhya Pradesh, and should be available to spend about 50 days a year on the assignment. Essential qualifications:

-        Postgraduate degree in relevant social science discipline
(anthropology, health policy analysis, possibly political science)

-        Proven ability to analyse and disseminate research findings (such

-        Excellent knowledge and understanding of qualitative research
methods* and* health policy research

-        Good understanding of reproductive health and maternal health
issues in India

-        Willingness to spend approximately 15-20 days per year conducting
fieldwork in Madhya Pradesh

-        Availability over a three-year period

The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II's goal is to improve the effectiveness of USAID health programs by addressing the Agency's immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency's ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.

BACKGROUND:

The US President's Emergency Plan for AIDS Relief (PEPFAR) is the US Government (USG) initiative to help save the lives of those suffering from HIV/AIDS around the world. This historic commitment is the largest by any nation to combat a single disease internationally, and PEPFAR investments are also designed to have an impact on the alleviation of suffering from other diseases across the global health spectrum. PEPFAR is driven by a shared responsibility among donor and partner nations and others in an effort to save lives by making smart investments.

PEPFAR is the cornerstone and largest component of the US President's Global Health Initiative. With a special focus on improving the health of women, newborns and children, the Global Health Initiative's goal is to save the greatest number of lives by increasing and building upon what works and, then, supporting countries as they work to improve the health of their own people.

More than 1.4 million Tanzanians are estimated to be living with the disease.  Since 2004, PEPFAR has supported the Government of the United Republic of Tanzania in the areas of HIV and AIDS care and treatment, prevention, impact mitigation, and health systems strengthening. To date, Tanzania has received more than $2.2 billion from the US Government in the fight against HIV and AIDS.

INTRODUCTION

The Strategic Information Advisor (Advisor) will provide high quality technical assistance to the USG PEPFAR/Tanzania country team, technical working groups, implementing partners, and Government of Tanzania (GOT) counterparts to ensure that the portfolio of program activities contributes to the national HIV/AIDS strategic goals and targets. The Advisor will generate accurate data analyses and reports to inform national policy, and to meet the Office of the Global AIDS Coordinator (OGAC) reporting requirements. The Advisor will receive day-to-day direction and operational guidance from the PEPFAR/Tanzania Coordinator.

ROLES AND RESPONSIBILITIES:

The primary responsibilities of the Strategic Information Advisor include:

  • Participating in PEPFAR indicator monitoring, data collection and analysis. This may include collecting and reporting PEPFAR outcome and impact indicators; analyzing PEPFAR outputs; expenditure analyses; assisting USG agencies, technical working groups and partners with data analysis and preparation of abstracts and presentations for the PEPFAR annual conference, in-country meetings and international conferences; and reviewing PEPFAR's data quality from implementing partners in an effort to meet benchmark standards.
  • Coordinating information and activities related to strategic information on behalf of PEPFAR/Tanzania. This may include coordinating responses to requests on strategic information both from within PEPFAR/Tanzania and externally; communicating measurement results and indicators; serving as the principal field counterpart to the Washington-based Strategic Information Advisor; leading development of country responses on strategic information queries from that Strategic Information Advisor, Core Team and OGAC; assisting in the identification and communication of strategic information issues, challenges, and policy questions to the GOT, US Department of State, and Country Team to solicit responses and action plans; and coordinating with programmatic strategic units to assist with timely preparation of the semi-annual/annual reports and target setting for the Country Operational Plans and Updates.
  • Contributing to assessments, evaluations and other activities related to strategic information. This may include coordinating in-country program areas and project assessments and evaluations across USG agencies and partners; providing technical oversight for evaluation, study design, and implementation; disseminating findings and identifying areas for further study that will assist PEPFAR and national programming; liaising with international partners to promote effective exchange of strategic information; and preparing presentations and reports for stakeholders including OGAC, the GOT, implementing partners, and donors.
  • Providing technical support to the GOT. This may include providing technical input and advice to update Tanzania's strategic information guidelines, standards, and manuals to improve consistency with the latest PEPFAR strategic information guidance; reviewing strategic plans; coordinating the development of frameworks and strategies to assist national priorities and planning; participating in and providing technical assistance to the national monitoring and evaluation technical workgroup; and overseeing USG technical support to national data systems.
  • Facilitating the work of the PEPFAR/Tanzania Strategic Information Interagency Technical Team for the timely and accurate collection and reporting of PEPFAR monitoring, outcome and impact indicators.

 Training and Professional Development

  • Keeping abreast of the latest PEPFAR Strategic information guidelines and standards, and best practices more broadly in strategic information collection and evaluation.
  • Deepening knowledge of the analysis and evaluation of data related to PEPFAR activities.
  • Participating in interagency working groups and professional meetings as appropriate to SOW.
  • Participating in professional continuing education and skills training within the purview of GHFP-II.

Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Advisor's own interests.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:

  • Master's degree in public health, epidemiology, social sciences, or a related discipline.
  • Minimum five years' work experience in managing public health/social sector programs with at least two years' HIV/AIDS monitoring and evaluation and program management experience in an international or resource challenged setting.
  • Demonstrated knowledge of data management processes, tools, web-based database systems for large scale health program or HIV/AIDS activities. 
  • Extensive knowledge of public health principles, concepts, methods and techniques.
  • Experience working closely with high level government and other counterparts.
  • Evidence of excellent interpersonal, facilitation and team building skills.
  • Ability to analyze data and produce reports using Word, Excel, and PowerPoint.
  • Excellent writing and presentation skills.
  • Ability to communicate, influence and convince verbally and in writing.
  • Ability to obtain and maintain medical clearance to live and work in Tanzania.
  • US Citizenship or US Permanent Residency required.

BACKGROUND:

The Bureau for Global Health (GH) is the USAID/Washington operating unit charged with providing technical support to improve the health of people in the developing world by expanding health services, including family planning/reproductive health and maternal/child health; strengthening health systems; and addressing HIV/AIDS, malaria, tuberculosis, avian influenza and other public health threats. GH's primary role in the health program area is to strengthen field operations, promote research and technical innovation, and provide leadership and training.

Within GH, the Office of Country Support (OCS) supports the vision, implementation and analysis of the Agency's health initiatives (e.g., the Global Health Initiative) and Agency-wide priorities (e.g., USAID Forward). The OCS serves as a nexus for informing and coordinating with field programs and strategy development and implementation; as such, it is responsible for direct communication with USAID mission health teams. To undertake this function, OCS manages the USAID/Washington Country Health Team System, working closely with GH staff and across USAID/Washington to provide strong strategic support to the field and to conduct analysis and documentation of the Agency best practices. Primarily, the OCS:

  1. Coordinates strategic technical and management assistance, talent and knowledge management.
  2. Ensures high-quality information and advice on country context, issues and challenges.
  3. Provides leadership in interagency policy development and field implementation.
  4. Is at the vanguard for sharing knowledge and influencing strategic reforms, ensuring interface and impact in country programs.

 

INTRODUCTION:

As a catalytic office working across GH and regional bureaus, OCS is the critical link for ensuring strong support and implementation of health programming. The OCS plays an essential role as the primary contact, advocate and principal coordinator of health technical, strategic and programmatic support for USAID mission health programs. OCS staff has two primary interrelated responsibilities: 1) developing tools, systems and policy; and 2) supporting missions and the US Government (USG) on Global Health Initiative program implementation, within USAID and interagency. The Program Advisor will work across these two interrelated functions to establish systems and processes to support strong programming in the field.

The Program Advisor will endeavor to maintain a highly functioning Country Assistant system and also assist to strengthen the Country Team system, the Operating Plan and Program Planning and Reporting (PRR) review processes, the Health Implementation Plan (HIP) review process and assist to strengthen and develop other processes/systems for supporting missions. The Program Advisor will receive day to day guidance from the OCS Senior Advisor.

 

ROLES AND RESPONSIBILITIES:

The Program Advisor will:

  • Support strengthening of the GH Country Team System through close collaboration with the Regional Leads, Alternates and Country Assistants to increase effective mission support. Activities may include working with Regional Leads on training and orienting Country Teams and new Country Team members; implementing an assessment survey of the Country Team system to gain insight into how to strengthen the system; and analyzing survey results to recommend changes in the Country Team System.    
  • Support OCS' efforts to increase knowledge sharing. This will involve managing the "In the Know for the Field" Series through identifying presentation topics and speakers; preparing speakers; facilitating presentations; and conducting as-needed follow-up.
  • Assist in developing South-to-South learning efforts by identifying and recommending the best forums/platforms through which missions may share their best practices - and knowledge of bottlenecks - to successful health programming. Once forums/platforms selected, support implementation and uptake by missions.
  • Coordinate Front Office country briefings.
  • Coordinate the Country Assistant System (CAS). Activities will include establishing a training system for Country Assistants; recruiting Country Assistants (from GH Bureau staff); and orienting and mentoring new Country Assistants to the CAS.
  • Assist in strengthening the CAS. Activities may include guiding new Country Assistants in Agency policies and procedures (e.g., PPRs, HIP Reviews); helping Country Assistants understand how to identify, elevate and follow-up on critical country issues from Country Teams to the appropriate level within OCS and the GH Front Office; and supporting the standardization of procedures for country teams (e.g., briefing process, standardized country file system, country team conference calls and note-taking format).
  • Collaborate with GH staff to develop mechanisms to strengthen support for missions. Activities may include facilitating blanket purchase agreements; automating the consultant list; developing operational guidance for Country Teams; seeking ways to strengthen regular communication between missions and HQ; and developing systems to evaluate and consolidate data (e.g., TDY Request System, TDY Assessment system).
  • In collaboration with Regional Leads and GH's Office of Policy, Programs, and Planning, coordinate monitoring and evaluation processes with Country Teams. Activities may include supporting Mission program reporting against planned indicators/targets (PPRs) and Mission annual health planning processes (HIP Reviews).

Training and Professional Development  

  • Keep abreast of literature and latest developments related to USG global health policy and frameworks, especially as it relates to interagency collaboration and building capacity at the local level.
  • Further develop skills related to country program management.
  • Deepen knowledge of health trends, policy and context in a specific geographic region.
  • Participate in interagency working groups and professional meetings, as appropriate to SOW.
  • Participate in professional continuing education and skills training within the purview of GHFP-II.

 Other tasks or responsibilities may be assigned based on organizational and programming needs.

International travel approximately 20-25%.

 

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:

  • Master's degree in public health or other relevant social science.
  • 0 - 7 years' experience working in international health, with or without experience in an international or resource challenged setting.
  • Knowledge of the theories and principles of international relations, political science, economics, geography, history or other related disciplines to analyze and evaluate factors and conditions involved in the administration of US foreign policy programs related to health.
  • Broad knowledge of at least one health programming function, including family planning, maternal and child health, HIV/AIDS, reproductive health, and/or health systems within an international context.
  • Demonstrated experience in developing and maintaining coordination structures and systems designed to improve efficiency and effectiveness of communication and overall support. Ability to identify and build appropriate linkages across sectors and with other USG initiatives and programs such as Feed the Future, Democracy and Governance, Economic Growth, Agriculture and Trade desired.
  • Computer literacy and knowledge in collaborative computer programs such as Google Drive, SharePoint and Cloud-based technology.
  • Proven ability to establish and maintain effective working relationships at all levels and across geographic and organizational boundaries.
  • Strong analytical skills and demonstrated ability to identify challenges and collaboratively develop solutions.
  • Ability to work effectively as a team player. Skills in oral and written communication to prepare and present analyses, provide guidance, solicit information, defend proposals and negotiate agreements.
  • Ability to travel internationally.
  • US citizenship or US Permanent Residency required.

The Harvard Global Health Institute (HGHI) seeks to hire a Summer Coordinator for the Summer Undergraduate Research Fellowship (SURF) program.  The successful candidate will provide support for ~25 undergraduate student fellows working with faculty from around the University in the SURF program. The Coordinator will plan, schedule, and coordinate weekly guest lectures; provide guidance for students in working with their faculty mentors; and assist students in preparing for their final research presentations at the end of the program in August, as well as plan and execute final poster presentation session for students and mentors.  The Coordinator will collaborate with other summer program coordinators at Harvard and keep students informed of opportunities on campus, and perform other duties as assigned by the Program Coordinator for Education. The SURF Summer Coordinator will work no more than 15 hours per week, with ~5 of those hours in-office, preferably on Wednesdays.  The remaining 10 hours per week can be conducted off-site via email or online on a personal computer, or meeting with students outside the office.

Start date: June 3, 2013.  End date: August 23, 2013.

Requirements: B.A. plus advanced degree in a related field (or current enrollment in an advanced degree program).  Pay commensurate with experience.
