The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. BACKGROUND
In little more than three decades, AIDS has established itself as a global crisis with an estimated 35 million people infected. HIV/AIDS has stimulated an unprecedented global response. Billions of dollars have been spent to provide comprehensive prevention programs, treatment and care for those infected, and families and communities affected by the disease.
The US Government (USG) has been fully engaged, and since establishing the President’s Emergency Plan for AIDS Relief (PEPFAR) in 2003, it has been a leader in the global effort to combat HIV/AIDS. PEPFAR is the largest commitment by any nation to address a single disease. Through PEPFAR, the US government has invested $65 billion dollars toward comprehensive prevention, treatment, and care strategy, with an emphasis on transparency and accountability for results.
In 2015, the USG launched ambitious new PEPFAR HIV prevention and treatment targets for 2016 and 2017. By the end of 2017, PEPFAR will support 12.9 million people on life-saving anti-retroviral treatment – nearly doubling the number of people receiving treatment from 2013 to 2017.PEPFAR will also provide 13 million male circumcisions for HIV prevention, and reduce HIV incidence by 40 percent among adolescent girls and young women within the highest burdened areas of 10 sub-Saharan African countries.
In addition to providing an unprecedented commitment of resources, PEPFAR has demanded a results-oriented way of doing business, with high levels of accountability, establishment of measureable goals against which progress has been tracked and evaluated, and funding decisions made based on performance towards these goals. PEPFAR is expected to play a pivotal role in the whole of Government Global Health Initiative that is being rolled out across the region.
The Africa Bureau’s Office of Sustainable Development (AFR/SD) provides strategic guidance and intellectual leadership to AFR; conducts economic, social and political analyses critical to the development of AFR policies, strategies, budgets and activities; manages or coordinates three Presidential and two Agency Initiatives; and provides technical services to AFR’s field missions. In carrying out these functions, AFR/SD serves as the Bureau’s principal liaison with African and international partners, USG sister agencies, the private sector, universities and the Private Voluntary Organization (PVO)/Non-governmental Organization (NGO) community.
AFR/SD’s Health Team works across all sectors related to health, including HIV/AIDS, Tuberculosis (TB), Malaria, Maternal and Child Health (MCH), Reproductive Health and Family Planning, Emerging Pandemic Threats and Health Systems Strengthening. The Team directly manages activities that support African capacity development and improving the lives of Africa’s most vulnerable populations.
The Health Team works in close collaboration with other USAID Bureaus, including the Bureau for Global Health, and other pillar and Regional Bureaus to integrate programs and coordinate strategic and technical support to USAID missions, program reviews and assessments, and staff development. It works closely with African and donor partners such as the African Union, the World Health Organization, the World Bank and others.
Under PEPFAR, USAID’s AFR has played a strong role in helping to implement HIV/AIDS services and activities in the region. AFR staff have participated on PEPFAR Technical Working Groups, providing technical assistance to countries and providing leadership in areas such as orphans and vulnerable children, pediatric and adolescent HIV/AIDS, gender-based violence, integration of prevention of maternal to child transmission of HIV (PMTCT), MCH, pediatric AIDS, and family planning, among others. Meeting the challenges of the next decade will require continued leadership and sustained efforts – and will require improved and new approaches and skills to support activities that can define and meet complex challenges of promoting sustainable national commitments and a harmonization of HIV/AIDS activities with national and global public health priorities.
INTRODUCTION
The Africa Regional HIV/AIDS Advisor (Advisor) will work as a member of AFR/SD’s Health Team. The Advisor, in collaboration with the Health Team Leader and the Senior Program Advisor, will liaise with the Office of HIV/AIDS (OHA) within USAID’s Bureau for Global Health (GH)as well as with the Office of the Global AIDS Coordinator (OGAC) within the US Department of State. The Advisor will support efforts to ensure that within USAID’s broader health and development efforts on the African continent, PEPFAR policy and programs are well understood, articulated, and advocated for. The Advisor will serve as a liaison between the deep technical expertise within GH and OGAC and those focusing on a broader development view of African countries where the US is making large investments in HIV/AIDS.
The Advisor will work closely with the Health Team Leader, who serves as a PEPFAR deputy principal, with other Health Team members such as the TB/HIV Advisor and the MCH Advisors to capitalize on opportunities for integration. The HIV/AIDS Advisor will receive day-to-day guidance from the Senior Program Advisor for HIV/AIDS as his/her onsite manager.
ROLES & RESPONSIBILITIES
The Africa Regional HIV/AIDS Advisor will be responsible for:
- Providing technical advice on HIV/AIDS to various offices in AFR. Inputs will be based on the monitoring of epidemic trends at the global, regional and country levels; documenting the epidemic’s impact on the health, social and other development sectors in Africa; and documenting program performance across HIV/AIDS prevention, care and treatment efforts. This includes establishing and maintaining effective, strong and productive working relationships with Africa Bureau staff (and staff in other USG offices) working in areas of relevance to HIV/AIDS programs such as TB, malaria, child health, nutrition, and economic empowerment. This also includes facilitating dialogue and multisectoral strategies to complement and enhance HIV/AIDS prevention, care and treatment and mitigation programs.
- Supporting the Africa Bureau Health Team to liaise on HIV/AIDS from Africa Bureau with other USG stakeholders. Establishing and maintaining regular contact with technical counterparts engaged in HIV/AIDS work in OHA, other USAID pillar bureaus, regional bureaus, technical working groups and OGAC. Supporting communication efforts to ensure that these counterparts are well informed and supportive of AFR/SD plans, strategies, activities and progress. Giving priority support to Mission requests for assistance, their plans and strategies with the aim of creating a harmonized and country-based cohesive approach to USG programs.
- Providing technical support to PEPFAR. Liaising with or participating in selected PEPFAR technical working groups (TWG), other interagency and USAID committees which may include but not be limited to orphans and vulnerable children, gender, PMTCT and pediatric HIV/AIDS, TB, among others.
- Providing program and country support to PEPFAR. Assisting with drafting interagency guidelines, concept papers, country-level strategies, program reviews, and other related USAID/OGAC financing and implementation documents with a view to assessing and advising on the adequacy and appropriateness of USG investments.
- Supporting the AFR/Health team to engage with external stakeholders on HIV/AIDS. Supporting information exchange with partners, interagency task forces, international partners, regional institutions, and networks about effective program implementation practices on HIV/AIDS care and treatment.
- Communication. Participating in the development of presentations, reference materials, speeches, briefing materials and preparing reports and other documents as required, particularly in support of AFR’s Deputy Principal to OGAC as well as AFR’s Senior Program Advisor for HIV/AIDS. Coordinating the timely sharing of information relevant to policy and program decisions with leadership.
Technical Advisor II
An Advisor at the Level II will be further responsible for:
- Providing technical inputs and updates to AFR’s Front Office, as well as leadership of geographic and other offices in AFR in the area of HIV/AIDS.
- Collaborating with OHA and OGAC to contribute to PEPFAR strategic guidance for USG missions, including training and ongoing technical assistance on the development, implementation and monitoring of HIV/AIDS national and local guidelines, policy and programs.
- Assisting in identifying analysis and studies that should be carried out to provide a comprehensive understanding of the HIV/AIDS epidemic in Africa. This will include tracking the progress of the HIV/AIDS epidemic, examining relevant trends and impacts on other sectors and various population groups. The Advisor will collaborate with OHA and OGAC to make contributions to the analyses and studies that will influence country programming.
- Contributing to report production and informative analytic discussions for use by decision makers in USAID and OGAC and inclusion in policy and program guidance documentation.
International and domestic travel approximately 20%.
Training and professional development (7%)
- Keeping abreast of literature and latest developments in the fields of HIV/AIDS programming.
- Deepening knowledge of HIV/AIDS programming.
- Participating in interagency and intra-agency working groups as appropriate to the scope of work.
- Participating in professional continuing education and skills training within the purview of GHFP-II.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
- Master’s degree or higher in public health public policy, epidemiology, economics or related field required.
- Ability to understand a full range of issues around integrated HIV/AIDS prevention, care and treatment programming and develop projects with appropriate linkages and evaluation strategies.
- Ability to analyze and monitor complex health situations.
- Demonstrated ability in strategic planning, program management and implementation, especially within a developing country context.
- Strong interpersonal communication and excellent oral communication and English writing skills.
- Demonstrated flexibility and openness in responding to changing work priorities and environment.
- Highly developed computer skills with documented work using Microsoft Word, Excel, and Powerpoint. Capabilities with Statistical (SAS, SPSS) and meta-analysis software or GIS systems preferred.
- Ability to travel internationally.
- US citizenship required.
In addition to the above, the position requires the following at each level:
Technical Advisor I
- 0-7 years’ recent experience working in a technical capacity for an international nongovernmental organization, public international organization, or USG agency working in international development, health or HIV/AIDS with or without experience working in an international or resource challenged setting.
Technical Advisor II
Minimum five (5) years’ experience in HIV/AIDS or other health programming, including at least two (2) years’ experience focused on international public health programming and/or implementation in a developing country or resource challenged setting.

Project Description: We are seeking a highly organized, self-motivated leader to help run a childhood nutrition project in Lima, Peru. The first phase, including the development and piloting of data collection instruments, has already begun. However, we need someone who can begin the implementation of the project starting in January 2016. This includes collecting baseline data, administering surveys, and collaborating with the local health post. The primary objective of the project is to see if SMS messaging will improve the knowledge of nutrition and the use of micronutrient sprinkles (supplement powder) among mothers with children ages 6-36 months of age living in the peri-urban community of Oasis de Villa, Lima, Peru.
Responsibilities:
- Collaborate with other team members to implement baseline survey and qualitative focus group discussions, administer hemoglobin tests, manage database
- Review SMS nutritional information and send weekly SMS to study participants through TextIt application
- Collaborate with local field staff
- Plan for Phase 2 (6 months from baseline)
- Manage team meetings and visit community regularly

Both locations are walking distance from grocery stores, nice restaurants, museums, bars, etc. The commute to the field site is about 45 minutes by bus from Miraflores, and 1.5hrs from Magdalena.

Martin Philbert
Dean and Professor of Toxicology, University of Michigan School of Public Health
Martin Philbert is professor of toxicology and dean of the University of Michigan School of Public Health. He earned his bachelor’s degree in 1984 from the College of Arts and Technology at Cambridge and his doctorate in 1987 from the London University Royal Postgraduate Medical School. He was awarded a postdoctoral fellowship in the Neurotoxicology Laboratories at Rutgers University from 1988 to 1990. Philbert served as a research assistant professor at Rutgers’ Neurotoxicology Laboratories until 1995, when he joined the faculty at the University of Michigan School of Public Health as an assistant professor of toxicology. He was promoted to associate professor in 2000 and to professor in 2004. He served as associate chair for research and development in the environmental health sciences department from 2000 to 2003. In 2004, Philbert was appointed senior associate dean for research of the University of Michigan School of Public Health, a position he held through 2010 when he was appointed dean. He also served as interim director of the Center for Risk Science and Communication from 2004 to 2010.
Philbert has maintained a continuously federally funded portfolio of basic research activities throughout his career. His research focuses on the development of flexible polymer nanoplatforms for optical sensing of ions and small molecules and the early detection and treatment of brain tumors. Other research interests include the mitochondrial mechanisms of chemically induced neuropathic states. Most recently his work has been funded by the National Institutes of Health, the Department of Air Force, and the National Cancer Institute. He is the author of more than 150 peer-reviewed scholarly manuscripts, abstracts, and book chapters.
Philbert is chair of the newly formed US–EPA Chemical Assessment Advisory Committee, which provides peer review of risk assessments produced under the auspices of the EPA’s Integrated Risk Information System, and is a standing member of the Agency’s Science Advisory Board. He also served a four-year term on the National Advisory Environmental Health Sciences Council of the National Institute of Environmental Health Sciences and provides consultation to the federal agencies on a variety of issues surrounding emerging nanotechnologies, nanomedicine, health, and safety. Philbert is an elected member of the Institute of Medicine of the National Academies of Science (USA), a fellow of the Royal Society of Chemistry (UK), a fellow of the Academy of Toxicological Sciences (USA), and a member of the Division of Earth and Life Sciences of the National Academy of Science (USA).

Job Title: Senior Strategic Information Advisor (Snr SI Advisor) – New position
Duty Station: Lusaka
Role Purpose: The Senior Strategic Information Advisor will be responsible for the strategic leadership of the Monitoring & Evaluation, and Research activities of the project.
Main Responsibilities: The Senior Strategic Information Advisor will be expected to provide technical leadership in:
Project monitoring activities: S/he will lead the project's M&E activities, oversee the development of systems to collect, organize, verify and analyze data on inputs, outputs, outcomes and impact of the project. In close collaboration with the project M&E Advisor, technical and project partners’ staff, s/he will lead the establishment of the project’s M&E framework, including indicators, targets, data flow and M&E tools for implementation. S/he will strengthen data-driven management and provide technical leadership in collaboration with the COP and DCOP in analyzing data for strategic decision making for project management and decision making.
S/he will support project technical and provincial teams to actively monitor project’s activities - using the project’s monitoring framework. S/he will work closely with the project technical and M&E staff to collect project data and ensure quality of data and reporting. S/he will conduct supportive supervisory visits to provincial and districts sites and to sub-grantees to monitor and provide quality feedback on the use of OVC data, HIV data and indicators.
S/he will be leading the data reporting to the donor (including training data via online USG system, data reporting for S/APR and quarterly reports and ensuring narratives are in place and uploaded as necessary). S/he will represent the project in different M&E related fora.
Building GRZ capacity in using data for decision making: At national level, s/he will lead capacity building of MCDMCH and its Planning Department, the National AIDS Committee and MGCD to use data for planning and decision making. S/he will provide hands-on support to the Policy Advisor to ensure data is used to formulate technical and policy briefs to inform the national level coordination mechanisms (NCCC and NAC), district coordination mechanisms as well as clinical and OVC partners.
In addition to capacity building of the line ministries-listed above, s/he will lead capacity buiding of Provincial Coordinators to actively mentor district child protection committees in using OVC and HIV data for decision making. S/he will ensure that indicators for HIV prevention and treatment and mitigation through social services are retained, analyzed and used for decision making as part of Zambia Rising’s efforts to ensure coordinated care to children, adolescents and households affected by HIV and AIDS. S/he will work with district coordination mechanisms to identify indicators, targets, data sources and to analyze and use data related to OVC and HIV clinical services. This will include data from NACMIS, the ZOMIS database and other relevant databases and data sources (the Social Cash Transfer MIS, the single registry and others). S/he will foster strategic alliances with GRZ line ministries M&E focal points, OVC and clinical partners and actively participate in the Research and M&E technical working groups (through the National Coordination Committee for Children (NCCC) as well as the National AIDS Council (NAC)).
Building the monitoring capacity of USG local primes and other USG funded programs: S/he will support the Organizational Development Manager and M&E team to provide technical support on M&E related matters to USAID local primes and to members of the district coordination committees. S/he will support the Zambia Rising, ACT and ZAMFAM partners and GRZ institutions with development of M&E plans and other M&E needs as agreed upon with these institutions (such as but not limited to, capacity building of M&E staff at district, provincial and national level on M&E and data use).
Developing Zambia Rising learning agenda: S/he will ensure integration of learning concepts into and from the project. S/he will establish the project’s Research agenda and work with project and M&E staff, partners on the design of quality research protocols, data collection instruments, training of data collectors, conducting research studies and ensuring quality research reports. S/he will support the Zambia Rising team to identify and conduct special studies, develop quality abstracts for international and national conferences, best practices and respond to requests for information from USAID, Save the Children or other stakeholders as requested.
S/he will be resourceful and strategic in establishing and maintaining key relationships with stakeholders in-country, keeping abreast of the latest research and guidance on OVC and clinical services and their linkages with each other and share this with the project team as well as with external, like-minded stakeholders. S/he will work closely with project staff, GRZ and partners to conduct data reviews and develop abstracts and presentations and a plan for documentation and dissemination of program implementation, results and best practices. Any other support as requested by the Chief of Party.
Qualifications and Experience
- Master’s degree or higher in Public Health, Epidemiology, Statistics, Demography, Social or Behaviour science or related field.
- Minimum of 7 years of relevant work experience in the HIV/AIDS, health and social services sector
- At least 7 years experience in project M&E for USAID-funded projects in developing countries
- Demonstrated experience with PEPFAR 3.0 programmatic priorities, PEPFAR MER reporting requirements and PEPFAR Site Improvement and Monitoring Systems.
- Strong experience in applied operational research, research ethics, development of study protocols, establishing research teams, developing data collection instruments, data analysis and reporting in one or more of the following areas: HIV/AIDS, health services and/or social services.
- Excellent understanding of health and social services sectors
- Strong quantitative and qualitative data management and analytical skills, including proficiency in the use of data management and data analysis software.
- Demonstrated experience in a leadership and supervisory role.
- Excellent communication skills in English, including report writing.
- Able to produce thorough, high quality results within a tight timeframe and meet deadlines and deliverables to partners and donors.
- Demonstrated ability to work with multiple partners on collaborative projects.
- Previous work experience in Zambia preferred; experience on Sub-Sahara Africa an added advantage.
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
- The ability to travel extensively to locations within Zambia as required.

Programme Manager: Technical Support to NDoH B-Wise MobiSite Platform with The Wits Reproductive Health and HIV Institute (RHI)
The Wits Reproductive Health and HIV Institute (RHI) is the largest research Institute at the University of the Witwatersrand. RHI’s extensive portfolio includes research, programmatic support, training, policy development, health systems strengthening and technical assistance at national and international levels. It is one of the largest organizations of its kind in Africa.
Through the generous support of donors, RHI applies innovative approaches to improve health service delivery and health outcomes among adolescents and young people. RHI has a dynamic, multidisciplinary team of clinicians, M&E professionals and clinical, social and implementation scientists addressing the health needs of adolescents through a portfolio of related activities and research. Our team is seeking an innovative thinker and proactive manager to provide technical support to the National Department of Health’s B-Wise mobisite platform.
Main purpose of the job
This is a new position established to provide technical support to NDoH’s Youth and Child Unit in operationalizing and further developing the B-Wise mobisite launched by the Minister of Health in August 2015. The Programme Manager also supports coordination across other NDoH-sponsored mHealth programmes to ensure that resources and investments are leveraged and that mHealth platforms communicate consistent messaging.
Location
The position is based 4 days a week in Pretoria at the NDoH premises and 1 day a week in Johannesburg at Wits RHI, Hillbrow.
Key performance areas
Technical Coordination and Oversight
Coordinate implementation of B-Wise work plan and related strategies, including Communications and Marketing, Content Development, and site improvements
Develop or coordinate development of Standard Operating Procedures (SOP) and Guidelines for B-Wise management and implementation
Project Management and Reporting
Train project team and ensure adherence to Standard Operating Procedures and Guidelines
Coordinate content development, and live chat experts
Assist where needed with the implementation of the Communications and Marketing Strategy
Write quantitative and narrative progress reports as per project reporting requirements
Liaise with Monitoring and Evaluation Team at Wits RHI to ensure timeous reporting
Stakeholder Management
Act as a point of contact for B-Wise for the DoH, Wits RHI, and partner organizations
Support NDoH and ensure coordination among the various mHealth platforms in the branch including MomConnect and AskMama.
Capacitate and transfer skills to NDoH staff wherever feasible
Staff Management
Monitor staff outputs and ensure appropriate skills mix within the team
Promote harmony, teamwork and sharing of information
Required minimum education and training
Master’s Degree in social science, communications or health
Significant relevant work experience in place of a Master’s Degree is acceptable
Required minimum work experience
3 – 5 years’ experience working with health programmes and/or online marketing in public health settings
3 years’ experience with project and staff management
Stakeholder management and relationships
Knowledge and understanding of HIV/AIDS, youth and adolescents
Desirable additional education, work experience and personal abilities
Sound interpersonal and negotiation skills
Excellent analytical, communication and presentation skills
Valid driver’s license
