
COMPARABLE COVERAGE:
Coverage under the student’s alternate health benefit plan is deemed comparable if A) The student’s alternate health benefit plan provides to the student throughout the school year with reasonably comprehensive coverage of health services, including: preventive and primary care,B) The services covered under the student’s health benefit plan are reasonably accessible to the student in the area where the student attends school, A health insurance plan that provides coverage through a closed network of providers, not reasonably accessible in the area where the student attends school, for all but emergency services, is NOT deemed comparable. C) If the student is studying in the United States, the insurance carrier must be a U.S. (domestic) insurance carrier. Coverage from insurance carriers outside the United States and coverage by foreign National Health Service programs CANNOT be accepted, unless the student is studying outside the United States and the student’s insurance provides coverage in that foreign location What makes an insurance carrier a U.S.-based carrier?NOTE: CELOP students may waive based on foreign insurance provided their alternative health insurance plan meets the conditions (A) and (B) above. The following do NOT qualify as “comparable health insurance”: 1. Students who eligible to enroll in the Student Medical Insurance Plan are not eligible for Commonwealth Care. Therefore, coverage under Commonwealth Care does not qualify for a waiver. 2. Payment from the Massachusetts Health Safety Net (i.e., “Free Care”) to students determined to be Low Income Patients is not insurance. Students may not waive based on “Free Care”. Students should compare the benefits, limitations, and exclusions of their alternate health insurance plan with those provided by the Boston University Student Medical Insurance plan before filing their Medical Insurance Waiver. It is important that the student realize that the burden of proof that the alternate insurance is adequate falls on the student, not the University. If you do not know whether your coverage meets the above conditions, contact your health insurance plan administrator to get current, accurate information about your plan before completing the medical insurance waiver.
