Serdar Bazarov



Mr. Serdar Bazarov is the head of domestic market price research at the Institute on Research Commodity Circulation of Turkmenistan’s National Goods. His responsibilities include analyzing the market prices of goods and services throughout Turkmenistan in comparison with those in foreign markets as well as the impact of imports on the domestic economy and initiatives that promote competitive local production.

Mr. Bazarov has more than a decade of experience in designing and implementing legislative and institutional reforms of social protection systems, pension fund operations, public administration, institutional development, and gender mainstreaming in government programs. Recently, he played a leading role in designing and establishing the national pension system and fund.
Mr. Bazarov is currently pursuing a PhD in economics and management at the Academy of Sciences of Turkmenistan, focusing his research on financial sustainability of the national pension system. He holds a bachelor’s degree in economics and business management from the Turkmen Institute of National Economy.

During his Fellowship year, Mr. Bazarov aims to study the budgeting and financing of both U.S.-based and global social protection programs while expanding his professional network. Upon his return to Turkmenistan, he will focus on innovating investment policies related to pension funds.
