Centre of Excellence Director
A consortium of organization led by Swasti, a Health Resource Centre in partnership with Vrutti is establishing a “Centre of Excellence” (CoE). The Centre of Excellence is first of its kind in India and is supported by Abt Associates and USAID. The CoE aims to institutionalise capacity and help ensure sustainability of ventures that are focussed on addressing social issues through innovative approaches (Market Based Health Programs) (MBPH). COE shall follow 5 I’s (Ideate, Innovate, Incubate, Implement, and Impact) support structure to the MBPHs.
The CoE works towards improving the effectiveness of the existing MBPH by providing key support in the area of Business planning, business development strategies, building long term strategic relationship and knowledge management. It also focuses identification of new market opportunities, products and services. The key focus for CoE is to make the MBPH financially sustainable and viable ventures. CoE works with developmental agencies and builds partnerships for market development and provision of services. It acts as a repository of information on various models of social ventures and disseminates learning to a wider audience. The services of COE will be delivered on a commercially viable basis.
The Centre of Excellence shall be lead and managed by the Director and will be supported by Portfolio Managers.
The consortium is seeking candidature from Public Health professionals to lead the CoE in the capacity of Director.
Role: To lead and establish the Centre of Excellence and help achieve sustainability of MBPH and CoE
Responsibilities Include:
1. Scoping Study: Undertake a scoping study of the existing MBPH in order to understand the concept, design and the operational model followed by the MBPH. The study should result in providing inputs on various models for MBPHs, emerging needs of MBPH, market needs and market absorption of the products, list of products and services that can potentially be offered by CoE to MBPH.
2. Strategise and plan for MBPH: The Director shall engage in and facilitate the existing social enterprises/MBPH in development of business and operational plans. These plans should focus on long term vision, scalability and keeping financial viability as the key factor.
3. Strategise and plan for CoE: Develop in consultation and participation of consortium partners and client, a robust and implementable Business and operation plan for CoE. The plan should be able to provide kinds of services and products that CoE can offer and the revenue model for each of such services and products.
4. Develop Products and Services: The Director should be able to develop products and services that shall help in expansion of market base of the MBPH. These products and services should be market tested before being launched. The Director should be able to bring out pioneering products in the field of social enterprises and should look at constantly upgrading the services based on the market demands.
5. Business development: The Director shall support the MBPH in proactively approaching various sectoral players, other MBPH and develop linkages with corporate and other agencies to augment business opportunities. The role also includes support in development of audio and video promotional materials and presentations.
6. Identify new markets and support new MBPHs: Undertake Research in order to explore new markets, demands and services, possibilities of setting up new MBPH and social enterprises.
7. Modelling of new programs: Provide a proof of concept for the new MBPH focussing on market led demands for products. Develop Business and operational plans for the new MBPH that shall also include marketing strategies
8. Monitoring and reporting: Design the monitoring system and framework for assessment of performance of MBPH. The monitoring system should be able to capture the progress; outputs achieved and look at the outcome parameters as desired in the Business plans. These reports shall be shared with the consortium partners and Abt Associates on a periodical basis.
9. Knowledge Management: Gather information on the various social ventures in India and abroad for dissemination to all concerned agencies and organizations. Distil learning from the functioning of social ventures, models of operations, market strategies adopted. These learning shall be packaged in the form of tool kits, products, case studies and best practices.
10. Client and stakeholder management: Foster good working relationship with partners and associates. Build strategic partnerships with clients, agencies, other MBPH, corporate agencies involved in social enterprises and other stakeholders
11. Financial Management: The Director will be responsible for management of financial integrity and fairness in all financial dealings and transactions. The overall responsibility of the financial management, control systems, financial reporting and contractual obligation shall be of the Director.
12. Build and manage a capacitated team: Build and manage a small by high powered and capacitated team that is aligned to the vision of CoE and committed to provision of high quality services to MBPH and social enterprises.
Profile:
We are looking for a Public health professional (PG) with 10+ years of experience in managing/running a social enterprise. The person should have a penchant for development and marketing of social products. A good understanding of communication techniques and experience in project management, consulting and researches will be an added advantage. The person should have demonstrated abilities on business planning and understanding of finances and financial ratios. The person should have prior working experience with USAID or USAID funded projects. The person should be fluent in Hindi and English (Read, Write and Speak).
The skills desired are team management, good verbal and written communication, capacity building and facilitation and computer skills.
Place of Work: Stationed at New Delhi
Travelling requirement: The job will involve a travel of 10 days in a month across India.

Programme Manager with Swasti
Job Location: New Delhi, India with travel to other parts of the country
Public Health Foundation of India and Swasti are jointly implementing a three year grant from the European Commission to improve the human resources for health (HRH) policy, strategies and practices in India. Though HRH issues are recognized as key to achieving universal access to health, civil society has played a little or limited role at a national level. Swasti and PHFI seek to engage with national and state governments as well as private and public actors to shape policy and practices in the public health care system in India. Towards this, research, documentation, capacity building and advocacy at the National level and piloting within two states will be taken up.
The Programme Manager will be the team leader of this project and report to the Unit Coordinator, Learning Systems Unit within Swasti. Implemented in partnership with the Public Health Foundation of India, the Project Manager will work with and manage a team of about 10 persons across both organizations.
Responsibilities
A. Partnerships
1. Ensure smooth working relationship with partners
2. Establish a joint delivery model reflecting the internalization and ownership of outcomes by the National and State Health department and sub departments, following the principles of partnership
3. Relationship building and maintenance with govt. officials, civil society organizations and private companies to facilitate research, documentation, capacity building, advocacy and learning and generate institutional buy-in for adoption of recommendations
4. Communicate and dialogue with the members of the Advisory Group and coordinate quarterly meetings
5. Participate and contribute in key decision making forums related to operations and strategic direction
B. Programme Management
1. Timely delivery of high quality deliverables as per the project log frame.
2. Development of and monitoring work plan and budgets for both partners
3. Conceptualize, design and support implementation of different components based on the needs of client and primary stakeholders
4. Synergize activities across the three components of knowledge building (operational research), skill building (capacity building) and advocacy and learning for policy shaping
5. Support National and State level government officials to understand the HR management issues in the health sector so as to diagnose the problem and determine the action to be taken
6. Provide input on developing frameworks and analysis for research, documentation and capacity building
7. Ensure resources (human, financial and material) are available in a timely manner for completion of different project components

9. Supervise the compilation and development of print materials to ensure quality
10. Translate documentation and research findings into meaningful content for capacity building

Essential Qualification:
1. Post graduate degree in Public Health, Social Work or Management
2. Minimum of 15 years experience in the development sector, with significant portion of it being in public health and on human resource issues. Prior experience working within National and State governments is essential
Essential Soft Skills:
1. Excellent English verbal and written communication. Knowledge of at least one other language essential; Hindi and a South Indian languages is a definite advantage

Monitoring Manager
The ToR Monitoring Manager will have the overall responsibility of growth, management and operations of the unit. As the leader of the unit, she/ he will provide strategic direction to business development, assignment management and client relations. The incumbent is expected to do the following:
Strategic planning and business Development – Steer strategic planning and review for the unit; develop business for CMS Monitoring Unit – scan for opportunities, develop and submit concept note, expression of interest and proposal; develop and manage relations with current and perspective clients and be conversant with recent development in programmes, projects and trends in monitoring work.

Team Heart looking for MPH student/graduate for Boston-based work
Team Heart is a Boston-based non-profit organization that provides cardiac screening and surgeries in Kigali, Rwanda. We are also initiating a training program for cardiology residents to increase the number of Rwandan cardiologists trained to practice in their home country. Our organization includes volunteers from medicine, nursing, perfusion, respiratory therapy and a wide range of non-clinical positions. Since 2007 we have partnered with the Rwanda Heart Foundation, the Ministry of Health and the citizens of Rwanda to assist Rwanda in building a program in cardiac surgery.
Team Heart is seeking an MPH student or recent MPH graduate to participate in our Boston-based activities. The individual will work both with our team housed at Brigham and Women’s Hospital, and will additionally have some opportunity to work on projects from home. Proposed activities include fundraising, database management, brochure design, correspondence, procurement, and other administrative activities. We are seeking an individual to coordinate with our volunteers for the September screening trip, as well as in advance of the January surgery trip. m2m Best Practice Researcher
Purpose:
To identify best practice approaches to PMTCT peer support in Kenya for integration into the Kenya Mentor Mother Program (KMMP); approaches to be identified include all levels of service delivery, levels 1 – 6 (high volume health facilities, low volume health facilities, and within the community). The position is based in Nairobi, Kenya and reports to the Country Representative, working closely with the Senior Advisor: KMMP, and the Senior Program Manager.
Key Areas of Responsibility:
• Map regional areas and identify relevant partners implementing peer-based PMTCT support programs
Examples of potential partners include EGPAF, CARE, FHI, Walter Reed, AMPATH, FACES/UCSF, ICAP, Pathfinder, University of Maryland, WOFAK and others
• Conduct a desk review of available information on partner approaches
• Develop assessment tools
Including qualitative and quantitative dimensions of programming approaches
• Conduct partner assessments including administration of questionnaires and direct observation, with the support of select m2m program staff
• Analyze quantitative and qualitative data gathered
• Compile findings and generate regional reports
• Disseminate reports in partner forums
Workshop assessment findings with key stakeholders to refine learnings and verify recommendations
• Refine final report based on additional partner insights and feedback
• Familiarize key m2m staff with all aspects of report for utilization by the KMMP sub-committee
Qualifications and Experience Required:
• Master’s degree in health sciences or a related field; or bachelor’s degree in health sciences or a related field with commensurate experience
• Experience in a public health programmatic capacity, including program design, management and evaluation
• Experience working with health systems and health service delivery in Kenya
• Background in HIV/MCNH/SRH in sub-Saharan Africa
• Demonstrated assessment experience in the public health context
Competencies Required:
• Strong information gathering and assessment skills, including tool design, analysis and report-writing
• Diplomacy and excellent interpersonal skills; ability to engage partner organizations in a non-threatening manner

Family Planning and Adolescent Reproductive Health in Emergency Specialist

Summary
The Family Planning and Adolescent Reproductive Health in Emergences Specialist will provide technical assistance to country office programs that address family planning in development and emergency settings. Reporting to the ARH Sr. Specialist, the specialist will contribute to the implementation of youth friendly family planning, emergency obstetric care (EmOC), and Post Abortion Care (PAC) in emergencies and significantly manage all work related to adolescent reproductive health in emergencies. He/She will work collaboratively with the Emergency Health and Nutrition, Adolescent Health and Reproductive Health teams as well as country offices to ensure that family planning and EmOC/PAC programs in emergencies are adolescent inclusive, to strengthen global family planning programs, and to document and disseminate research findings and program results.
Responsibilities
Program Technical Assistance
The specialist will travel internationally to provide technical support to emergency programs as follows:
• Deploy to 2 Save the Children ongoing programs in conflict/emergency affected countries to provide technical assistance on adolescent-inclusive Family Planning, Post Abortion Care and Emergency Obstetric Care programming
• Deploy to new emergencies in the field and explore potential for adolescent-inclusive Family Planning, Post Abortion Care and Emergency Obstetric Care programming by liaising with the Emergency Health and Nutrition Team
• Travel to country offices/programs (approx 35-40 %).
Capacity Building and Training
• Actively engage in the preparation and roll-out of the reproductive health in emergencies training package as a part of the Emergency Health and Nutrition Team
• Ensure EHN training packages are adolescent inclusive and/or facilitate an extra day of training on the ASRH toolkit
• Support UNFPA in two Training of Trainers (external to Save the Children)
Qualitative Research
In collaboration with UNFPA’s Humanitarian Response Branch, develop and conduct a multi-country qualitative study within the Save the Children’s ongoing emergency programs that explores:
a) The impact of the lack of access to youth-friendly services on adolescents
b) The impact of conflict on the adolescents’ transition from the youth perspective
• Document and disseminate finding of the study
Monitoring and Evaluation
• Work with the M and E specialist to track data from emergency country programs on age-disaggregated FP/PAC/EmOC, ensuring desegregation for adolescents.
Coordination and Partnership
• Co-Chair the Adolescent Reproductive Health Sub-working group of Inter-Agency Working Group on RH in Emergencies (IWAG) (Other co-chairs: UNFPA and Women’s Refugee Commission)
• Represent Save the Children on Adolescent focused initiatives in emergencies (INEE Youth coordination group)
• Be the liaison between the Reproductive Health Team and the Emergency Health and Nutrition Team.
• Support the monitoring of the ASRH E-Learning module in collaboration with UNFPA’s Humanitarian Response
Program/Proposal Development and strategic planning
• Establish and maintain contacts with key SC-HO and CO technical staff regarding new proposals and program development
• In collaboration with the EHN/RH/AHN team, assist in coordinating and developing SC response to new country program descriptions.
• Support strategic and operational planning for RH and EHN teams
Requirements
• Clinical degree (Nurse, Midwife, etc) preferred or experience working in a clinical setting
• Masters degree in public health or related field an advantage
• Minimum of 3 years clinical experience working with youth and family planning
• Minimum of 2 years experience working in developing countries.
• Ability to travel up to 40% of the work year, including post conflict countries
• Flexibility to travel to a new emergencies at least once a year without prior planning

• Academic or practical experience with qualitative research

• Candidate should have experience and proven track records of working with multiple cultures and enjoy working across multiple countries/cultures
• Candidate should have some training and/or experience with qualitative research (focus groups, in depth interviews, participatory research methods)
• Candidate should have very strong oral and written communication skills in English
• Candidate should have strong understanding of analyzing program data for monitoring and evaluation purposes
• Candidate should have good networking skills and be able to effectively represent Save the Children externally and develop new partnership opportunities externally.
• Candidate should be able to identify, document and contribute to the development of the state-of-the-art practices in family planning and adolescent sexual and reproductive health.
• Candidate should have skills in FP counseling, and provision of contraceptive methods including IUDs and Implants
