The Role

The Government of Madagascar and the World Bank have established social safety net projects in Madagascar aimed at improving the lives of its most vulnerable citizens. The Cash for Work (CfW) program provides vulnerable families access to productive opportunities while the Human Development Cash Transfer (HDCT) program supports primary school achievement and early childhood growth and development. ideas42 is partnering with the Government of Madagascar and the World Bank to evaluate these social protection programs and to test the effectiveness of behavioral nudges embedded in the design of the Human Development Cash Transfer program. A evaluation coordinator with a strong evaluation background is needed to coordinate evaluation activities, manage relationships with stakeholders on the ground, support evaluation-related program activities, coordinate the evaluation with the implementation of the safety net programs, liaise and train local staff of the partner organizations and build their capacity in designing and overseeing this and future evaluations, and monitor the quality of data collection.
