PRIMARY PURPOSE:
To serve as the U.S. Centers for Disease Control and Prevention (CDC) technical Public Health Advisor to the host country’s Ministry of Health (MOH) and Ministry of Public Health (MOPH) for the purpose of strengthening host country capabilities to address public health related priorities, including support to the President’s Emergency Plan for AIDS Relief (PEPFAR).
DUTIES AND RESPONSIBILITIES:
This position is a technical Public Health Advisor serving in a Division of Global HIV/AIDS (DGHA) program country or regional office, reporting to the Country Director, DGHA Program Director or Deputy Director. This position provides technical public health advice and consultation serving as a national and internationally recognized expert in HIV care, treatment, prevention and related programs in support of the President’s Emergency Plan for AIDS Relief (PEPFAR).
Specific tasks include, but are not limited to:
* Assisting in the provision of technical program interventions in support of PEPFAR activities. Examples include Voluntary Counseling and Testing (VCT), Prevention of Mother-to-Child Transmission (PMTCT), Palliative AIDS care and treatment (CT), and Information-Education-Communication (IEC) programs for vulnerable populations.
* Plan and budget HIV/AIDS prevention program, develop prevention strategies, supervise and monitor program implementation and evaluations, identify program priorities.
* Work primarily with the host country government agencies and indigenous non-government organizations (NGO), US Government partners, U.S. and international organizations in the country of assignment on technical public health related activities.
* Serves as a principal management official for the review of contract grant and cooperative agreement proposals with regard to technical and administrative adequacy.
* Meets with American embassy staff, USAID employees, staff of the host country Ministry of Health and other governmental and non-governmental organizations to present proposals and assist in organizing and implementing international activities and projects.
* Develops and delivers presentations covering the full scope of current and planned GAP activities for assigned country.
* Reviews and approves cooperative agreement proposals.
* Develops written and oral presentations related to any aspect of the DGHA mission.
