Technical Advisor I: Health Care Improvement Technical Advisor (GHFP-11-239), Global Health Fellows Program

The Health Systems Division seeks a Health Care Improvement Advisor (Advisor) to support its program to adapt modern quality improvement (QI) methodologies to the needs of USAID-assisted countries. The Advisor’s responsibilities will include applying QI methodologies to the management of the health workforce. S/he will also support the Division’s broader mandate to strengthen health systems, with a focus on health outcomes in the Agency’s priority services.

This position receives day to day guidance from the medical officer, who serves as the contracting officer’s technical representative for the Health Care Improvement Project, under the overall guidance of the Chief of the Health Systems Division. The Advisor will be a member of the Health Systems Division team and interacts with other team members who have complementary areas of expertise.

The Advisor will participate actively in the management and strategic guidance of this complex and innovative project. The Advisor will also apply expertise in quality improvement to a range of service delivery and human resources management issues within the Global Health Bureau and USAID mission programs.

REQUIRED KNOWLEDGE, SKILLS, AND EXPERIENCE:
• Master’s degree in public health, medicine, nursing, health policy, health economics, health management or a related field
• One to seven years’ experience in international development/health program management, and field supports and coordination experience in development countries or resource challenged setting preferred
• Demonstrated written and oral communications skills
• Demonstrated skills in problem analysis and problem solving
• Excellent team and networking skills
• Demonstrated ability to work effectively in a large bureaucracy, in a collegial environment, and on a large number of tasks simultaneously
• Demonstrated flexibility and openness in responding to changing work priorities and environment
• Possess a high degree of initiative; a commitment to quality and a willingness to participate in a broad range of activities
• A basic knowledge of modern quality improvement required
• A basic understanding of health workforce management issues and improvement strategies that do not require major external inputs required
• Familiarity with programs that deliver USAID priority health services desirable
• Experience with organizational development, research design and/or understanding of current knowledge management principles desirable
• Willingness and ability to travel internationally
• US citizenship or US Permanent Residency required

The Health Systems Division of the USAID Global Health Bureau’s Office of Health, Infectious Diseases and Nutrition (HIDN) works across the entire portfolio of Global Health. The Division is responsible for technical leadership and direction in health systems strengthening by focusing on health policy, quality assurance, workforce policy, pharmaceutical management and standards, and information, monitoring and evaluation. The Knowledge Management / Information Technology Technical Advisor will contribute to the HIDN Office mandate of advancing USAID work on health system strengthening to support results in the area of health. The Advisor will work closely with the current HIDN information officer to provide technical guidance on knowledge management/information technology (KM/IT) to the HIDN Office. S/he will be a member of the Health Systems Division team and interact with other team members who have complementary areas of expertise. The Advisor will receive day to day guidance and onsite management from the Chief of the Health Systems Division.

REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE:
• Master’s degree in management information systems (MIS) or related field
• Minimum five years’ work experience in MIS or KM project design and implementation, with at least two years’ experience in an international or resource challenged setting
• Demonstrated understanding of KM principles, with ability to guide the application of KM techniques and information technology tools to support organizational objectives
• Excellent analytical and problem-solving skills
• Demonstrated experience with developing business solutions to meet the information and knowledge management needs of a variety clients in different organizational settings
• Demonstrated experience in technical management of MIS and IT projects/tasks
• Knowledge of global health and international development
• Excellent team and networking skills
• Excellent oral communication and writing skills
• Ability to work independently with light supervision and manage various projects in a team setting

Qualitative Data Analysts

We are seeking BUSPH masters students for several international research projects conducted at the Center for Global Health and Development (CGHD).

The primary focus will be analyzing qualitative data from the Mozambique Orphan Study. The in-depth interview, key informant and focus group discussion transcripts are from children, caregivers, community members and service providers located throughout Mozambique. Analysts may also help with preparation of reports and other project documents. The team will work closely with Dr. Candace Miller to meet project goals in a timely and effective manner.

The following duties are part of this position.

• Reading all study materials.
• Analyzing qualitative data using Nvivo.
• Helping with the preparation of research reports and other documents as needed.
• Maintaining effective communication with project investigators and other team members to help ensure timely and high quality completion of research-related activities

Requirements:

Applicants should have experience with qualitative data and analysis. Experience with issues regarding orphan and vulnerable children is preferred. Superior organizational skills, attention to detail, ability to work well with teams, and excellent written and oral communication skills are required. Work experience in international health and development is preferred.

Students will be able to use parts of analysis for a culminating paper and can build a practicum around this work. The data analyst will have opportunities for authorship and co-authorship.

This is an unpaid position. However, it can lead to paid positions depending upon the students’ work and contribution. Previously, students who have worked in this capacity have become co-authors, have been hired at CGHD and then gone on to other amazing jobs, and have scored fabulous letters of recommendation for jobs or further schooling.

Required: 15-25 hour per week commitment for at least 6 weeks; Must be able to start immediately;

Ibis is currently looking for a dynamic Project Manager for our Johannesburg office. S/he will report to the office director. The Project Manager will be responsible for coordinating several ongoing and new quantitative studies. Specific duties will include assisting with the organization and content of training for field-based data collection staff; managing day-to-day implementation of the studies including tracking recruitment, retention and adherence to the study protocols; conducting regular monitoring visits at the study sites; overseeing data management activities, including all quality control activities; writing reports for the study investigators and funders; and contributing to data analysis and manuscript preparation. S/he may also contribute to the management of ongoing or planned qualitative studies and will assist with project and office logistics and support as needed. The Project Manager will also be expected to represent Ibis in various settings, manage existing collaborations, and assist with development of funding proposals and collaborations in the region.

Qualifications
1. Masters degree and/or equivalent degree/experience with focus on reproductive health, public health, or similar area.
2. At least 2 years experience in project management. Experience coordinating or implementing clinical or quantitative research projects preferred.
3. One or more years of experience with quantitative research methods and analysis techniques, including a solid understanding of analytical software packages, such as Atlas-ti, SPSS, or STATA.
4. Experience conducting GCP and protocol-related monitoring for clinical trials.
5. Interest in and experience with qualitative research is a plus.
6. Excellent organizational, writing, and presentation skills; attention to detail.
7. Ability to make and carry out decisions independently; creativity and flexibility; dedication to team building, staff development, and collaboration, particularly cross-culturally.
8. Willingness to travel.
9. Open minded and a sense of humor.
10. Proficiency in spoken/written French a plus.

Salary: Depends on experience/qualifications.

Opportunity for an MPH student with strong research and literature review skills to help review HIV/AIDS treatment protocols in Africa

Professor Matthew Fox of the BU Center for Global Health and Development and the Department of Epidemiology is seeking an MPH student to participate in Boston-based activities related to retention in HIV care in resource-limited settings. Activities include identifying and summarizing HIV treatment protocols from throughout Africa, with an emphasis on the period of care before HIV treatment begins. This will involve internet searches as well as communicating with treatment providers to find relevant treatment protocols and then extracting relevant information and summarizing recommended practices. This is an excellent opportunity to increase skills in communication and writing, as well as provide an understanding of current practices in pre-treatment HIV care.

We seek an individual with strong research skills, including facility with online journal search engines and Microsoft Office. Must be able to work independently.

Kiran Martin, MD, founder and director of the Delhi-based Asha Society, will be visiting the IH Department to present on her work in urban slums in India, and continue the vibrant discussion from the Spring Public Health Forum.

Dr. Martin (Padma Shri) is the founder and director of Asha, an NGO working to improve the health, living conditions and prospects of slum dwellers in Delhi, India. In 1988, Dr. Martin founded Asha, which means 'hope' in Hindi, to tackle the numerous problems faced by Delhi's slum dwellers. Under Dr. Martin's leadership, Asha has worked in partnership with slum communities, helping more than 400,000 people in around 50 slum colonies gain access to healthcare, financial services and education, and make it possible for them to make long-term, positive changes to their lives. In 2002, the Indian Government recognized Dr. Martin's achievements when she was awarded the Padma Shri, one of India's highest civilian awards.
