Job Description

Title: Monitoring and Evaluation Manager

Supervisor: Managing Director, Africa

Direct Reports: M&E Intern

Employment Status: Full-time (40 hours per week)

Employment Location: Cape Town, South Africa with some travel

Contract Period:  1-2 years

Benefits: GRS Health Benefits Plan available as per Employee Manual. 1 RT USA-Africa flight.

Vacation Time: Year 1 – 15 business days, Year 2 – 20 Business days, plus South African Public Holidays

Job Overview:

The M&E Coordinator will support GRS’s Global M&E activities to ensure high quality programming, support the development and design of programs, curricula, monitoring tools, and evaluations, develop GRS as a leading organization in youth HIV prevention and strategically guide the organization to achieve its goal of reducing HIV incidence among young people worldwide. The M&E Coordinator will supporting GRS Affiliate programs (SA, Zim & Zam) and Global Technical Assistance programs (Kenya, Tanzania, Malawi, and others). The M&E Manager will report to the Managing Director of Africa and be based in Cape Town.

Specific Tasks:

Development of Monitoring Tools and Systems

  • Develop strategic frameworks (e.g. logic models, conceptual frameworks, etc) for proposals, workplans, and Technical Assistance projects
  • Develop project specific M&E tools and processes to track outputs and outcomes
  • Periodically review M&E tools (pre and post challenges, attendance forms etc) to ensure GRS is employing cutting edge and effective processes

M&E Coordination

  • Coordinate data collection from all Global projects and oversee input into Salesforce database
  • Extract information from database for reports and feedback
  • Conduct routine data quality assessments on Global programs and build data management capacity of GRS and partner staff
  • Conduct project data audits periodically

Salesforce Database

  • Act as GRS’s internal Salesforce database expert, training staff as necessary on database capabilities and usage
  • Understand basic back end functionalities to modify the system as necessary
  • Provide Technical Assistance to Affiliates and Implementing Partners on M&E system design, set up and execution, specifically using the Salesforce Scoreboard system

Research

  • Liaise with research advisors in the fields of public health, education, and sport-for- development and ensure their input is incorporated into GRS’ programs
  • Conduct literature reviews to inform grant writing, program design, curriculum development, and evaluations
  • Ensure GRS staff and volunteers are sufficiently informed about the HIV epidemic
  • Obtain feedback on programs from beneficiaries and stakeholders through focus groups, site visits, and M&E data
  • Lead or assist on other research and evaluation activities regionally

Qualifications and Person Specification:

  • Masters Degree (MPH, Education or related field) preferred
  • Comprehensive understanding of the HIV/AIDS epidemic and the latest research in the field of HIV prevention
  • Passion for and commitment to Grassroot Soccer’s mission
  • 2-3 years experience in research, evaluation, curriculum development, program design, program management, advocacy, and/or health communications
  • At least 1 year of field experience working in health, education, or research, preferably in Africa
  • Experience with qualitative and quantitative program evaluation methods
  • Ability to work with drive and enthusiasm and to function in a team-oriented environment
  • Excellent written and verbal communication and relationship building skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate
  • The ability to identify essential information
  • Computer proficiency in Salesforce database, Microsoft Office Suite required (Especially Excel)
  • Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members
  • Proven ability to solve problems independently without direct supervision
