This video explains the new Grade Details panel, which appears on the right of your screen when you click on a cell in the gradebook.

It shows more information about a student’s submission, your feedback, grader notes, and a student’s accommodations, lets you view their submission, and lets you post their grade. The video also explains how to see whether a student has submitted yet or not.
