with the greatest power on earth. It may not formally change its basic
position, but it may cease to lead the obstruction of discussion and
action in this domain.
In short, if the United States ma inta ins its present position, the
whole climate of international re lations, with regard to the population
explosion, will change almost overnight, and vastly for the better.
