Angeline Mumararungu

EWL 2025 Mentee

Angeline Mumararungu is currently serving as the Director of Planning and Health Financing at the Ministry of Health Rwanda, a position she has held since December 2020. She holds a Master of Science in Global Health Delivery from the University of Global Health Equity and a Bachelor’s degree in Medicine and Surgery from the University of Rwanda. Her extensive experience in public health includes serving as the Director General of Rutongo Hospital and a five-year tenure as Health Program Manager at Gardens for Health International, where she developed health training curricula, managed cases, and strengthened government relationships. In her role at Gardens for Health International, she focused on improving healthcare access for vulnerable families in rural Rwanda and worked extensively with health centers at the primary care level. Earlier in her career, she worked as a promotions officer at Medfoster Rwanda, where she developed training manuals and supervised health trainings. Throughout her career, Dr. Mumararungu has demonstrated expertise in health system strengthening, curriculum development, and advocacy for vulnerable populations in Rwanda.

Research Interests: Maternal health, health services financing, equity in health care, health systems, health policies, program impact evaluation, cost-effective analysis, provider payment mechanisms, health priority setting, benefits package designs, and institutional capacity building.
