I don’t agree that all elements of effective pedagogy and learning can be accomplished in an on-line learning environment. I believe that the heterogeneous nature of student learners means that even the best and most engaging on-line structures will not be effective for some learners, and in many cases where on-line structures don’t reach a high level, most learners will miss learning outcomes.

If it depends on the nature of student learners, then one should ask the question: what type of learners are likely to excel in a purely-online environment versus in a (say) studio/active learning environment? Is there research on this?
