Ethical Leadership in Cybersecurity Crises: Toward Trust Using Artificial Intelligence

Cybersecurity is often framed as a purely technological domain; however, many major crises stem from ethical misjudgments and leadership failures rather than from technical flaws alone. A single leadership decision can trigger cascading consequences, erode public trust, and disrupt critical services. Despite this reality, ethical leadership remains underdeveloped in cybersecurity education and professional practice.

This interactive workshop introduces a novel Ethical-AI framework designed to
strengthen ethical decision-making among current and future cybersecurity leaders.
The workshop draws on the Colored Spinning Cogwheels Model (CSCM), which
emphasizes contextual awareness, leadership competencies, and strategic action.
Participants will engage with an interactive video-based cybersecurity case study
enhanced by Large Language Model (LLM) agents. The workshop will also address
the critical evaluation of AI-generated recommendations, with particular attention to
reducing over-reliance and mitigating the risks of hallucinations.

By integrating leadership studies, ethics, artificial intelligence, computer science,
mentoring, and cybersecurity, this workshop provides participants with practical tools
and conceptual frameworks to enhance trust-centered leadership in complex cyber
crises. The workshop is designed for professionals, mentors, and researchers seeking
to bridge technical expertise with ethical responsibility across a variety of
organizational contexts.

 Orly  Shapira Lishchinsky is a Professor in the Department of Educational
Administration and Leadership and Head of the Institute for Social Integration,
Faculty of Education, BarIlan University, Israel. Her studies highlight ethical
leadership and team-based simulations grounded in case studies. To date, she has
published over 80 peer-reviewed journal articles and three scholarly books. She has
also served as a PI on several competitive research grants funded by Horizon 2020
(European Commission), the Israeli Ministry of Innovation, Science and Technology,
and the Israeli Ministry of Education.
