This course will examine legislative lawmaking. We will study the Constitutional basis of lawmaking; how bills are introduced, modified, and converted into law (or not); what determines or influences the content of legislation; how the various actors (courts, administrative agencies, law enforcers, citizens) interpret the law; how law affects behavior and, consequently, social welfare; and finally, how we might improve both lawmaking and law interpretation.
