INTERNATIONAL TRADE LAW
LAW JD 943
This course examines the development of international trade regulation through United States agencies and the work of WTO panels and the WTO Appellate Body. We survey the transformation of the 1947 General Agreement on Tariffs and Trade (GATT’47) into the World Trade Organization (WTO), and the scope and major functions of the WTO. In view of the expanding impact of trade regulation on state and local affairs, we examine the balance between open trade and the public interest consumer protection, public health, and the environment. Special attention is given to the WTO Dispute Settlement Understanding (DSU) and the role of the WTO disputes system in interpreting and applying the WTO Uruguay Round Agreements. We review WTO discipline concerning antidumping and countervailing duties, safeguard measures, and national health & safety measures.
