Our guidance on the values that guide our commitment can be found at&nbsp;<a href=\"https:\/\/www.bu.edu\/sph\/news\/articles\/2024\/revisiting-the-principles-of-free-and-inclusive-academic-speech\/\">Revisiting the Principles of Free and Inclusive Academic Speech<\/a>.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-dots\"\/>\n\n\n\n<p>Responding to&nbsp;Dean Galea\u2019s <a href=\"https:\/\/www.bu.edu\/sph\/news\/articles\/2024\/the-tragedy-of-gaza\/\">call<\/a> on January 4<sup>th<\/sup> for \u201cshared reflection and deliberation,\u201d and his most <a href=\"https:\/\/www.bu.edu\/sph\/news\/articles\/2024\/bearing-witness-to-the-ongoing-suffering-in-gaza-and-israel\/\">recent note<\/a> on February 29th, we believe public health calls us to <em>observe<\/em>, <em>understand root causes<\/em>, and <em>take action amidst the ongoing devastation in Gaza<\/em>.<\/p>\n\n\n\n<p><strong>Observe. <\/strong>First, public health calls us to be methodical in our analysis of population health while recognizing the biases that may eclipse our ability to do so effectively and equitably.<\/p>\n\n\n\n<p>In the past 140 days, Israel has killed <a href=\"https:\/\/www.npr.org\/2024\/02\/29\/1234159514\/gaza-death-toll-30000-palestinians-israel-hamas-war\">over 30,000 Palestinians<\/a> in Gaza. Forty percent of those have been <a href=\"https:\/\/www.commondreams.org\/news\/gaza-children-killed-israel\">children<\/a>. Israel has dropped more than <a href=\"https:\/\/www.cbsnews.com\/news\/american-doctor-on-gaza-devastation-from-israel-hamas-war-60-minutes-transcript\/\">45,000<\/a> <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/gaza-destruction-bombing-israel-aa528542\">bombs<\/a> on Gaza, targeting densely <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/gaza-destruction-bombing-israel-aa528542\">populated areas<\/a>, even those declared \u201c<a href=\"https:\/\/www.nytimes.com\/2023\/12\/21\/world\/middleeast\/israel-gaza-bomb-investigation.html\">safe<\/a>.\u201d This campaign has damaged nearly <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/gaza-destruction-bombing-israel-aa528542\">70%<\/a> of all homes and <a href=\"https:\/\/press.un.org\/en\/2024\/sc15564.doc.htm#:~:text=A%20staggering%2085%20per%20cent,proposing%20that%20Palestinians%20should%20be\">displaced <\/a>85% of Gaza\u2019s population.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Many <a href=\"https:\/\/www.npr.org\/2023\/12\/03\/1216836548\/who-expert-warns-of-disease-risk-in-gaza-amidst-a-collapsing-healthcare-system\">public health experts<\/a> fear that the worst of the <a href=\"https:\/\/jewishcurrents.org\/epidemiological-war-on-gaza#:~:text=Since%20October%207th%2C%20Israel%20has,and%20lack%20of%20medical%20services.\">crisis<\/a> is to come. Israel has <a href=\"https:\/\/www.cnn.com\/interactive\/2024\/01\/middleeast\/gaza-hospitals-destruction-investigation-intl-cmd\/\">bombed most<\/a> <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/1\/22\/israel-batters-gazas-khan-younis-by-land-air-sea-in-bloodiest-bombing\">of Gaza\u2019s hospitals<\/a> and imposed a complete <a href=\"https:\/\/www.aljazeera.com\/features\/2023\/10\/21\/analysis-the-military-logic-behind-israels-total-gaza-siege\">siege<\/a>, cutting off access to food, electricity, and medical supplies. According to the UN, <a href=\"https:\/\/www.ipcinfo.org\/fileadmin\/user_upload\/ipcinfo\/docs\/IPC_Gaza_Acute_Food_Insecurity_Nov2023_Feb2024.pdf\">2.1 million residents<\/a> of Gaza face food insecurity and lack access to <a href=\"https:\/\/www.oxfam.org\/en\/failing-gaza-undrinkable-water-no-access-toilets-and-little-hope-horizon#:~:text=Palestinians%20in%20Gaza%20remember%20a,sea%20is%20polluted%20by%20sewage.\">water and sanitation<\/a>, raising the potential for <a href=\"https:\/\/www.unicef.org\/press-releases\/intensifying-conflict-malnutrition-and-disease-gaza-strip-creates-deadly-cycle#:~:text=Cases%20of%20diarrhea%20in%20children%20under%20five%20years%20of%20age,Gaza%20Strip%20is%20fast%20deteriorating.\">outbreaks of diarrheal illness<\/a>. Beyond the current state of emergency, Israel\u2019s attack will have enormous <a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/01\/21\/gaza-childbirth\/\">intergenerational<\/a> impacts.<\/p>\n\n\n\n<p>These facts have been widely documented but are obscured by <a href=\"https:\/\/jewishcurrents.org\/adl-staffers-dissented-after-ceo-compared-palestinian-rights-groups-to-right-wing-extremists-leaked-audio-reveals\">propaganda<\/a>, <a href=\"https:\/\/cpj.org\/2024\/03\/attacks-arrests-threats-censorship-the-high-risks-of-reporting-the-israel-hamas-war\/\">repression of<\/a> <a href=\"https:\/\/www.theguardian.com\/media\/2024\/jan\/18\/journalists-jailed-imprisoned-israel\">journalists<\/a>, and <a href=\"https:\/\/theintercept.com\/2024\/01\/09\/newspapers-israel-palestine-bias-new-york-times\/\">biased<\/a> <a href=\"https:\/\/www.opendemocracy.net\/en\/israel-palestine-bbc-news-coverage-bias-gaza-war\/\">reporting<\/a>. The US-based <a href=\"https:\/\/www.aipac.org\/\">pro-Israel<\/a> <a href=\"https:\/\/www.adl.org\/\">lobby<\/a> has successfully equated <a href=\"https:\/\/online.ucpress.edu\/jps\/article-abstract\/47\/4\/69\/54673\/An-Immoral-Dilemma-The-Trap-of-Zionist-Propaganda?redirectedFrom=fulltext\">criticism of Israel with antisemitism<\/a>, persecuting critics and silencing debate. However, <a href=\"https:\/\/www.972mag.com\/geoffrey-levin-zionism-dissent-american-jews\/\">many<\/a> Jews <a href=\"https:\/\/religiondispatches.org\/how-to-separate-jewishness-from-zionism\/\">do not<\/a> <a href=\"https:\/\/www.instagram.com\/p\/C3qoshnA2Nl\/?igsh=cXpxbXE1YXEyaHJv&amp;img_index=1\">support<\/a> <a href=\"https:\/\/jewishvoiceforpeace.org\/\">Zionism<\/a> and <a href=\"https:\/\/www.haaretz.com\/us-news\/2021-07-13\/ty-article\/a-quarter-of-u-s-jews-agree-that-israel-is-an-apartheid-state-in-new-survey\/0000017f-dbaa-db5a-a57f-dbea1c830000\">are<\/a> <a href=\"https:\/\/www.ifnotnowmovement.org\/\">deeply<\/a> <a href=\"https:\/\/www.wnycstudios.org\/podcasts\/bl\/segments\/197128-crisis-zionism\">critical of Israeli policy.<\/a> Criticism of Israel does not imply anti-Jewish prejudice, yet repression stifles free expression on academic campuses and in society at large.<\/p>\n\n\n\n<p><strong>Understand root causes. <\/strong>Second, public health calls us to investigate the root causes of the population health crisis in Gaza. The Israel-Palestine conflict did not begin on <a href=\"https:\/\/imeu.org\/article\/the-nakba-65-years-of-dispossession-and-apartheid#the%20emergence%20of%20political%20zionism\">October 7, 2023<\/a>.<\/p>\n\n\n\n<p>Dating back to its founding and accentuated under the current government, Israel has pursued policies to expand Jewish settlement and state control \u201c<a href=\"https:\/\/www.thenation.com\/article\/world\/its-time-to-confront-israels-version-of-from-the-river-to-the-sea\/\">from the river to the sea<\/a>,\u201d creating an <a href=\"https:\/\/www.amnesty.org\/en\/latest\/campaigns\/2022\/02\/israels-system-of-apartheid\/\">apartheid system<\/a> in which Palestinians in occupied territories lack equal rights.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.jewishvoiceforpeace.org\/resource\/zionism\/\">Zionism<\/a> emerged in the late 19th and early 20th century as a response to rising <a href=\"https:\/\/journals.sagepub.com\/doi\/pdf\/10.1177\/0192512104038166\">antisemitism<\/a> and persecution in Europe. In the words of its founder, Theodor Herzl, Zionism was a <a href=\"https:\/\/archive.org\/stream\/TheCompleteDiariesOfTheodorHerzl_201606\/TheCompleteDiariesOfTheodorHerzlEngVolume3_OCR_djvu.txt\">\u201ccolonial\u201d project<\/a> to resettle Jews in Palestine and create a Jewish ethnic nation-state. As many as 750,000 <a href=\"https:\/\/www.pcrf.net\/information-you-should-know\/what-was-palestine-before-1948.html\">Palestinians<\/a> were violently displaced in the <a href=\"https:\/\/imeu.org\/article\/quick-facts-the-palestinian-nakba\"><em>Nakba<\/em><\/a> or \u201ccatastrophe\u201d to create a Jewish ethnic majority in the nascent state of Israel in 1948. Many current residents of Gaza are the descendants of Palestinian refugees from the Nakba.<\/p>\n\n\n\n<p>Israeli occupation and settlement of Palestine continue <a href=\"https:\/\/press.un.org\/en\/2023\/sc15424.doc.htm\">against international law<\/a>. The occupation has turned&nbsp;Palestine into an archipelago of <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/11\/6\/who-are-israeli-settlers-and-why-do-they-live-on-palestinian-lands\">small islands<\/a> existing within <a href=\"https:\/\/www.amnesty.org\/en\/latest\/campaigns\/2022\/02\/israels-system-of-apartheid\/\">apartheid infrastructure<\/a>, with roads segregating Palestinians and citizens of Israel, settler control over water, food, and other natural resources, and violent military surveillance and prosecution. Gaza has been under a <a href=\"https:\/\/www.hrw.org\/news\/2022\/06\/14\/gaza-israels-open-air-prison-15\">15-year<\/a> Israeli <a href=\"https:\/\/www.oxfam.org\/en\/timeline-humanitarian-impact-gaza-blockade\">blockade<\/a> that restricted movement and immiserated the population. Israel\u2019s assault on Gaza aligns with the long-term Zionist effort to marginalize, remove, and reduce the Palestinian population. In January, the International Court of Justice <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/1\/26\/what-has-the-icj-ordered-israel-to-do-on-gaza-war-and-whats-next\">ordered<\/a> Israel to \u201ctake all possible measures to prevent genocide.\u201d<\/p>\n\n\n\n<p>Israeli officials have justified Israel\u2019s policies and practices towards Palestinians by dehumanizing them. Members of Israeli government speak of Palestinians <a href=\"https:\/\/www.aljazeera.com\/opinions\/2017\/9\/17\/why-netanyahus-departure-will-mean-nothing\/\">with<\/a> <a href=\"https:\/\/www.aljazeera.com\/opinions\/2019\/1\/9\/the-zionist-fallacy-of-jewish-supremacy\">virulent<\/a> <a href=\"https:\/\/www.aljazeera.com\/program\/newsfeed\/2023\/10\/9\/israeli-defence-minister-orders-complete-siege-on-gaza\">racism<\/a> <a href=\"https:\/\/www.reuters.com\/world\/un-committee-voices-concern-about-rising-israeli-hate-speech-against-2023-10-27\/\">and hate<\/a>. In its military decisions\u2014dropping <a href=\"https:\/\/www.cnn.com\/2023\/12\/13\/politics\/intelligence-assessment-dumb-bombs-israel-gaza\/index.html\">large numbers of non-precision bombs<\/a>,<a href=\"https:\/\/www.972mag.com\/mass-assassination-factory-israel-calculated-bombing-gaza\/\"> targeting residences<\/a> and cutting off <a href=\"https:\/\/www.euronews.com\/2023\/10\/18\/palestinian-residents-in-gaza-face-life-without-essentials\">basic necessities of life<\/a>\u2014Israel is inflicting <a href=\"https:\/\/www.npr.org\/2024\/02\/29\/1234906745\/gaza-food-aid-convoy-israel-hamas\">terror<\/a> and population harm. <a href=\"https:\/\/www.middleeasteye.net\/live-blog\/live-blog-update\/former-israel-general-says-severe-epidemics-gaza-would-help-israel-win\">Statements<\/a> from Israeli officials suggest that their attacks on Palestinians are not collateral damage, but <a href=\"https:\/\/www.reuters.com\/world\/un-experts-say-israels-strikes-gaza-amount-collective-punishment-2023-10-12\/\">collective<\/a> <a href=\"https:\/\/www.972mag.com\/mass-assassination-factory-israel-calculated-bombing-gaza\/\">punishment<\/a>, in what one scholar described as <a href=\"https:\/\/jewishcurrents.org\/epidemiological-war-on-gaza#:~:text=Since%20October%207th%2C%20Israel%20has,and%20lack%20of%20medical%20services.\">\u201cepidemiological\u201d<\/a> warfare.<\/p>\n\n\n\n<p>The U.S. is an active contributor to this public health crisis: Israel\u2019s assault on Gaza is directly enabled by U.S. <a href=\"https:\/\/www.vox.com\/world-politics\/2023\/11\/18\/23966137\/us-weapons-israel-biden-package-explained\">military<\/a> and <a href=\"https:\/\/www.cnn.com\/2024\/02\/20\/politics\/un-gaza-ceasefire-algeria-resolution-vote-intl\/index.html\">diplomatic<\/a> support and <a href=\"https:\/\/www.reuters.com\/article\/idUSKCN11K2CI\/\">funded by U.S. taxpayers<\/a>. U.S. Congress and the Biden administration continue military support for Israel\u2019s attack on Gaza despite a majority of voters supporting a <a href=\"https:\/\/www.dataforprogress.org\/blog\/2023\/12\/5\/voters-want-the-us-to-call-for-a-permanent-ceasefire-in-gaza-and-to-prioritize-diplomacy#:~:text=New%20Data%20for%20Progress%20polling,curtail%20violence%20in%20the%20region.\">permanent ceasefire<\/a> and international calls for the cessation of Israel\u2019s attacks\u2014including <a href=\"https:\/\/news.un.org\/en\/story\/2023\/12\/1144717\">three UN&nbsp;resolutions<\/a>, which the US has vetoed. &nbsp;This has enabled Israel to maintain its barrage while <a href=\"https:\/\/www.palestinechronicle.com\/we-cannot-deliver-aid-under-fire-israel-bombs-unrwa-relief-truck\/#:~:text=\">preventing<\/a> <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/12\/1\/gaza-aid-trucks-stranded-as-israel-hamas-war-resumes\">meaningful<\/a> <a href=\"https:\/\/www.nytimes.com\/2023\/12\/29\/world\/middleeast\/un-israel-gaza-aid.html\">humanitarian<\/a> <a href=\"https:\/\/www.cnn.com\/2024\/02\/11\/middleeast\/why-only-a-trickle-of-aid-is-getting-into-gaza-mime-intl\/index.html\">aid<\/a> <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/02\/israel-defying-icj-ruling-to-prevent-genocide-by-failing-to-allow-adequate-humanitarian-aid-to-reach-gaza\/\">from<\/a> reaching Gaza.<\/p>\n\n\n\n<p><strong>Take Action. <\/strong>Lastly, public health calls us to dismantle the policies, programs, and practices that contribute to the poor population health outcomes and develop alternatives to support&nbsp;healthier communities,&nbsp;centering those&nbsp;most impacted.<\/p>\n\n\n\n<p>Following these principles, the public health community must begin with:<\/p>\n\n\n\n<p>1. Creating forums that center Palestinian perspectives, while protecting them and their allies from censorship and repression;<\/p>\n<p>2. Pressuring the US government to end its military support for Israel, as others have in this <a href=\"https:\/\/www.newenglandscholarsspeak.org\/\">national letter<\/a>; and\n<p>3. Joining the <a href=\"https:\/\/bdsmovement.net\/\">Boycott, Divestment, and Sanctions (BDS)<\/a> movement, inspired by the one that aided in <a href=\"https:\/\/www.theguardian.com\/world\/2021\/may\/23\/israel-apartheid-boycotts-sanctions-south-africa\">ending apartheid<\/a> in South Africa.<\/p>\n\n\n\n<p>Dean Galea has written that \u201cpublic health is about <a href=\"https:\/\/www.bu.edu\/sph\/news\/articles\/2015\/making-the-acceptable-unacceptable\/\">making the acceptable unacceptable<\/a>\u201d and refusing to normalize suffering. On Gaza, the call of public health is clear.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><em>Jacob Bor is an associate professor of global health and epidemiology.&nbsp;<\/em><\/p>\n\n\n\n<p><em>Walae Hayek is a public health policy advocate and BUSPH class of 2021 alumnus.<\/em><\/p>\n\n\n\n<p><em>Fady Shanow is a healthcare marketing professional, BUSPH class of 2022 alumnus.<\/em><\/p>\n\n\n\n<p><em>Michael Siegel is a professor in the Department of Public Health and Community Medicine at the Tufts University School of Medicine and formerly on the faculty of BUSPH from 1995-2021.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><em><em>The School of Public Health hosted open sessions for our community for discussion about issues covered in this Viewpoint in spring 2024, including an open session with our\u00a0<a href=\"https:\/\/www.bu.edu\/sph\/calendar\/?eid=294256\">Dean of Practice<\/a>\u00a0and one with our\u00a0<a href=\"https:\/\/www.bu.edu\/sph\/calendar\/?eid=294257\">Dean of DEIJ<\/a>.\u00a0SPH also held sessions on <a rel=\"noreferrer noopener\" href=\"https:\/\/www.bu.edu\/sph\/calendar\/?eid=293697\" target=\"_blank\">antisemitism<\/a> and\u00a0<a href=\"https:\/\/www.bu.edu\/sph\/calendar\/?eid=294447\">Islamophobia<\/a>. All sessions were open to students, staff, and faculty.
