Biography

Jonathan Payne’s work in low-resource settings focuses on the effective integration and adoption of information and communications technologies (ICT) for health system strengthening. Jon has supported the strategic development and execution of national eHealth strategies in Nigeria and in Ethiopia, leading technical assistance for prioritization of government digital health investments, conceptualization of information system architectures, and implementation of key foundational health information exchange components, such as a national health data dictionary or master facility registry.

Jon has also worked as a senior consultant to advise on the use of digital tools for malaria elimination surveillance and on strengthening capacity for eHealth leadership and governance with Vital Wave, developed a grant mechanism and program requirements for a midwife-focused mobile tool to facilitate intrapartum service delivery through Merck for Mothers, and supported development of impact and economic models for telecommunications sector engagement with national maternal nutrition mobile messaging programs with Futures Group (now Palladium). Jon has designed and implemented mobile health interventions for community health workers providing maternal-child health, infectious disease, chronic disease, and mental health follow up with D-tree International in India and Tanzania and Partners In Health in Haiti, Rwanda, and Mexico.

Jon founded the Open Concept Lab (OCL) -- formerly Maternal Concept Lab -- to lower barriers to effective use of health terminology and indicators to enable interoperability and promote data use. OCL is developing the first cloud-based, community-supported health terminology service prioritizing low- and middle-income country use cases. Jon serves as co-chair of the OpenHIE Terminology Services community and is a contributing member of the Health Level 7 LMIC mHealth Workgroup and the International Organization for Standardization (ISO) Technical Committee 215 on Health Informatics. He is also a co-instructor of a course entitled "Using Mobile Technology to Improve Health Outcomes" at the Boston University School of Public Health, where he is an adjunct clinical instructor and a regular lecturer on digital health topics.
