for Proposals\u20142025 Grants"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Collaboratory seeks to define and demonstrate an open model for large-scale reproducible systems research in achieving a future of secure, reliable, scalable, self-operating, distributed, heterogeneous compute platforms that stretch from edge devices to cloud datacenters.\u00a0 We seek proposals from qualified researchers in two categories:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Small-scale projects: <\/span><i><span style=\"font-weight: 400;\">[&lt; $150,000]<\/span><\/i><span style=\"font-weight: 400;\"> These projects explore a more focused element of the Collaboratory goals within a researcher\u2019s area of expertise, and include collaboration with at least one Red Hat engineer.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Speculative projects:\u00a0 <\/span><i><span style=\"font-weight: 400;\">[&lt; $75,000] <\/span><\/i><span style=\"font-weight: 400;\">These are speculative, fundamental research, or Mass Open Cloud Alliance (MOC Alliance) projects designed to initiate a collaboration.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Projects should generally focus on problems of distributed, operating, security, or network systems whose solution shows promise for advancing their field and impacting industry.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Proposers are especially encouraged to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Consider integration into relevant Red Hat Collaboratory efforts, as appropriate (e.g., cloud support for AI\/ML applications, the <\/span><a href=\"https:\/\/nerc.mghpcc.org\/\"><span style=\"font-weight: 400;\">New England Research Cloud (NERC)<\/span><\/a><span style=\"font-weight: 400;\"> \/<\/span><a href=\"https:\/\/massopen.cloud\/\"><span style=\"font-weight: 400;\">Mass Open Cloud Alliance<\/span><\/a><span style=\"font-weight: 400;\">, edge to cloud, OpenShift AI and applications to education).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Note related existing, submitted, or planned federal proposals, and\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Describe relevant broader impacts\u00a0 of the project ( <\/span><i><span style=\"font-weight: 400;\">e.g.<\/span><\/i><span style=\"font-weight: 400;\">\u00a0 other fields of research, broader participation in STEM, undergraduate impact, sustainability, promoting civil society).<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Due to the short timeline, competitive nature, and specific focus of this call, we highly encourage interested proposers to connect with the Collaboratory team, in advance, through the email address <\/span><a href=\"mailto:prop-rhcollab-l@bu.edu\"><span style=\"font-weight: 400;\">prop-rhcollab-l@bu.edu<\/span><\/a> <span style=\"font-weight: 400;\">with a ONE paragraph summary of the potential proposal.\u00a0 This will also help us identify if any assistance is needed in connecting with potential Red Hat collaborators.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Please note that any artifacts developed by the projects must be available under an open source license and all project results should be made publicly available (for example, through academic publication).\u00a0\u00a0<\/span><\/p>\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">Proposal FAQ<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<p><strong><i>What can I use for a start date for proposals submitted under this call?<\/i><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Proposals should have a start date of January 1, 2025 and all awarded funding must be spent by December 31, 2025 for Speculative and Small proposals.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Please note this program does <\/span><b>not<\/b><span style=\"font-weight: 400;\"> allow for no-cost extensions.\u00a0 At the end of the budget year, any unspent funds will revert to the Collaboratory.\u00a0 If more time or additional funding is needed, proposers may submit a new proposal during the next call, currently anticipated for 2025 (noting in the new proposal that it is a renewal).<\/span><\/p>\n<p><strong><i>What do I submit for the budget?<\/i><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Please include the budget and justification in the same pdf file as the proposal.\u00a0 The budget justification will not count against the proposal maximum page count.\u00a0 For the budget, all that is needed is the summary page from the budget restrictions on what can be included in the budget?\u00a0 Can staff time be budgeted?\u00a0 Are there restrictions on the students that can be included?<\/i><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">In terms of budget, currently the only restriction on personnel is that anyone included in the budget must be Boston University faculty, student, or staff.\u00a0 While there are no restrictions on what can be proposed in the budget, please keep in mind the importance of aligning with the Collaboratory research program goals.\u00a0 Staff, SAIL consulting, and students at all class levels (undergraduate, masters, PhD) are all allowable.<\/span><\/p>\n<p><strong><i>Do I need to include Red Hat engineer effort\/salary in my budget?<\/i><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Any Red Hat engineer participation should be included in the \u201cParticipants&#8221; section of the proposal, but Red Hat engineer effort\/salary should <\/span><i><span style=\"font-weight: 400;\">not<\/span><\/i><span style=\"font-weight: 400;\"> be included in the budget or budget justification. \u00a0 The proposal should include a specific commitment from each named Red Hat participant for their efforts (e.g., 8 hrs\/week avg).<br \/>\n<\/span><\/p>\n<p><strong><i>Do I need to route this for signature through OSP?<\/i><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Since this is an internal program, PIs should <\/span><span style=\"font-weight: 400;\">not<\/span><span style=\"font-weight: 400;\"> supply a Proposal Summary Form or acquire internal signatures.\u00a0 We will notify departments of awards and provide awardees with a contract and relevant program details.\u00a0 Any questions can be class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<p><span style=\"font-weight: 400;\">Small-scale projects of up to $150k per year are limited in scope, typically involving only one or two faculty and some students.\u00a0 Include the names of any participating Red Hat engineers.\u00a0 <\/span><span style=\"font-weight: 400;\">This category of proposals may include collaborative experiences that cross disciplinary boundaries, coursework development relevant to the Collaboratory, and initial development projects intended to feed into a later large-scale project.\u00a0 Projects run for one year, but may apply for competitive renewal annually up to two times.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Speculative projects of up to $75k per year involve systems research with a longer time horizon and <\/span><span style=\"font-weight: 400;\">need not have the pre-committed involvement of a Red Hat engineer.\u00a0 <\/span><span style=\"font-weight: 400;\">Fundamental systems research, work relevant to the MOC Alliance, and high-risk systems projects are all in scope for this category.\u00a0 Projects run for one year, but may be renewed annually up to two times.<\/span><\/p>\n<h3><strong>NERC addendum<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Proposers may concurrently apply for up to $30k in computation and storage credits toward the <\/span><a href=\"https:\/\/nerc.mghpcc.org\/\"><span style=\"font-weight: 400;\">NERC<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">above and beyond their proposed budget.<\/span><\/p>\n<h3><strong>Space addendum<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Note that the Red Hat Collaboratory has meeting and work space available for all Collaboratory project members\u00a0 on the 12th floor of the Center for Computing and Data Sciences (CCDS). \u00a0 Additionally, we can help with booking conference spaces within the building.\u00a0 with Red Hat employees.\u00a0 Proposal work period cannot be extended beyond the initial end date (i.e., through a No-Cost Extension), and PIs are, instead, recommended to submit promising work during the regular funding cycle for renewed consideration.<\/span><\/i><\/p>\n<p><\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">Eligibility<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<p><span style=\"font-weight: 400;\">Funds are available to Boston University faculty proposing systems research that advances the Collaboratory goals. Applicants may submit multiple proposals that address separate and distinct research activities.\u00a0 Please note the limits on the number of times a project can be submitted as a renewal.<br \/>\n<\/span><\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">Timeline<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<p><span style=\"font-weight: 400;\"><strong>October 9<\/strong>: Submission deadline<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>December 13<\/strong>: Announcement of awards<\/span><\/p>\n<p><\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">Requirements<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<h3><strong>New Proposal Application Requirements<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">All newly proposed projects must address research of potential relevance to the Collaboratory, and include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Project description<\/span><\/i>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A terse but clear and complete description of the proposed project, together with relevant references to the literature and an explanation of the placement of the proposed work amidst the state of the art.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">An explanation of the potential relevance of the work to the Collaboratory interests and goals.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">An explanation of how the work will proceed as an open project.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A brief explanation of what the project will deliver and when (<\/span><i><span style=\"font-weight: 400;\">e.g.,<\/span><\/i><span style=\"font-weight: 400;\"> system, talks, demonstrations <\/span><i><span style=\"font-weight: 400;\">etc.<\/span><\/i><span style=\"font-weight: 400;\">).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Any preliminary work completed to suggest the feasibility and significance of the project.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Any relevant federally funded projects, existing or planned, with a brief description of their overlap with the proposed project.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Participants<\/span><\/i><span style=\"font-weight: 400;\">: A list of all faculty, students, and engineers proposed for the project, together with their proposed roles and links to their public web\/social media content, with as much detail as possible.\u00a0 A project that will recruit as-yet unidentified student participants should name at least one prospective student participant in the proposal.\u00a0 (If the project includes a large number of participants, the proposal can reference a web link to save space.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Budget: <\/span><\/i><span style=\"font-weight: 400;\">A line-item budget form, together with a brief text description for the relevance of each expenditure.\u00a0 Expenses or dependencies that are not part of the proposed budget (e.g., donations of time or equipment or computational resources from ORCI) should be noted and specified (to the extent possible) in the project description but not in the budget.\u00a0 Please use the \u201cNon-Federal and all Non-Sponsored Accounts\u201d fringe rates and the \u201cResearch\/On Campus\u201d F&amp;A rate referenced <\/span><a href=\"https:\/\/www.bu.edu\/researchsupport\/tools-services\/institutional-numbers-and-rates\/\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">. F&amp;A should be calculated using TDC (Total Direct Costs).\u00a0 Please use the <\/span><a href=\"https:\/\/www.bu.edu\/researchsupport\/current-federal-budget-template-non-federal-budget-template\/\"><span style=\"font-weight: 400;\">\u201cNon-Federal Budget Template\u201d<\/span><\/a><span style=\"font-weight: 400;\"> for your budget<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">NERC additional credit request<\/span><\/i><span style=\"font-weight: 400;\">: (Optional) PIs may request additional credits for use of computing and storage on the <\/span><a href=\"https:\/\/nerc.mghpcc.org\/\"><span style=\"font-weight: 400;\">New England Research Cloud (NERC)<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0 Credit requests are beyond the standard budget caps, involve no F&amp;A, and should be provided, with a short justification, on the basis of the rates provided <\/span><a href=\"https:\/\/nerc-project.github.io\/nerc-docs\/get-started\/cost-billing\/how-pricing-works\/\"><span style=\"font-weight: 400;\">here<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Space<\/span><\/i><span style=\"font-weight: 400;\">:\u00a0 (Optional) A spatio-temporal description of the Collaboratory space the group would like to use (if any), together with an explanation for how this space will promote the project.\u00a0 For example, a group could request one conference room, once per week, for group meetings, or a collaboration area, three times per week, to develop and run larger-scale experiments.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">Bibliography: <\/span><\/i><span style=\"font-weight: 400;\">A list of publications and web\/social media links relevant to the proposal.\u00a0 (Links supporting open access to code and infrastructure that demonstrates previous relevant successful work should also be included).<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Additional requirements differ according to the type of project being proposed:<\/span><\/p>\n<h4><span style=\"text-decoration: underline;\"><span style=\"font-weight: 400;\">Small-scale proposals<\/span><\/span><\/h4>\n<p><i><span style=\"font-weight: 400;\">Project descriptions<\/span><\/i><span style=\"font-weight: 400;\"> for these proposals must consist of <\/span><i><span style=\"font-weight: 400;\">no more<\/span><\/i><span style=\"font-weight: 400;\"> than five (5) pages of single-spaced, 11-point text and figures (not including bibliography), and further include the name of a Red Hat engineer participating\u00a0 in the project.\u00a0<\/span><\/p>\n<h4><span style=\"text-decoration: underline;\"><span style=\"font-weight: 400;\">Speculative proposals<\/span><\/span><\/h4>\n<p><i><span style=\"font-weight: 400;\">Project descriptions<\/span><\/i><span style=\"font-weight: 400;\"> for these proposals must consist of <\/span><i><span style=\"font-weight: 400;\">no more<\/span><\/i><span style=\"font-weight: 400;\"> than three (3) pages of single-spaced, 11-point text and figures (not including bibliography), and further include a description of the prospective rewards of the project, if successful.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Since this is an internal program, PIs do not need to supply a Proposal Summary Form or acquire signatures.\u00a0 We will notify departments of awards and provide awardees with a contract and relevant program details.\u00a0 Grant Administrators have been made aware of the program.\u00a0 Any questions can be directed to <\/span><\/i><i><span style=\"font-weight: 400;\">prop-rhcollab-l@bu.edu<\/span><\/i><i><span style=\"font-weight: 400;\">.<\/span><\/i><\/p>\n<h3><strong>Renewal Proposal Application Requirements<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Small-scale and speculative projects are funded for one year. All projects can apply for competitive renewal annually up to two times.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Renewal proposals should involve largely the same high-level objectives as the original proposals and follow the same structure as new proposals, but their project descriptions\u00a0 should not repeat the research justification of the original proposal (i.e., assume that the review committee will have access to the previous proposal).\u00a0 The description should be a single page focused on\u00a0 describing:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">How the proposed work changes or extends the original proposal,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">What work was accomplished so far, and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The directions for future work in the upcoming funding period.\u00a0<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">In addition, the proposal should include as an appendix a preliminary artifact report that includes information about all the publications, talks, repositories and a description of any impact the project has on\u00a0 the wider research and education community\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Please note that proposal work periods cannot be extended (e.g., by means of a No-Cost Extension) after being awarded; instead PIs are encouraged to submit promising work through the regular funding cycle for renewed consideration, with a reference and explanation of any previous funds that were not used.<\/span><\/p>\n<p><\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">Submission<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<p><span style=\"font-weight: 400;\">Submitters should send a <\/span><i><span style=\"font-weight: 400;\">pdf<\/span><\/i><span style=\"font-weight: 400;\"> file named RHC_proposal_&lt;PI name&gt;.pdf, where &lt;PI name&gt; is the last name of the first PI, (<\/span><i><span style=\"font-weight: 400;\">e.g., <\/span><\/i><span proposals that require Red Hat collaboration (<\/span><i><span style=\"font-weight: 400;\">i.e.<\/span><\/i><span style=\"font-weight: 400;\">, non speculative projects), should send a short description (<\/span><i><span style=\"font-weight: 400;\">e.g.<\/span><\/i><span style=\"font-weight: 400;\">, couple of paragraph) of their idea to the Collaboratory team at <\/span><span
