BU specific details providing guidance on compliance are included as applicable.<\/p>\n<h2>NIH Updates<\/h2>\n<h3>NOT-OD-25-133: Other Support Disclosure Training Requirement<\/h3>\n<p>Effective October 1, 2025, recipients must implement trainings, in addition to written and enforced policy, on the requirements of the disclosure of other support to ensure Senior\/Key Personnel fully understand their responsibility to disclose all resources made available to them in support or related to their research endeavors.<\/p>\n<p><strong>Read the full notice here<\/strong>: <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-25-133.html\">NIH NOT-OD-25-133<\/a><\/p>\n<p>Boston University\u2019s guidance regarding federal disclosure requirements can be found <a href=\"https:\/\/www.bu.edu\/research\/funding-grants\/proposal-submission\/disclosure-requirements-for-foreign-components-on-grants\/\">here<\/a>. The Other Support Training requirement is satisfied by completion of the <a href=\"https:\/\/about.citiprogram.org\/\">CITI Research Security (Combined) Training.<\/a> The University required all researchers who engage in sponsored research to complete this training by June 30, 2025.<\/p>\n<h3>NOT-OD-26-017: Research Security Training<\/h3>\n<p>Starting with funding applications due <strong>on or after May 25, 2026<\/strong>, NIH will require:<\/p>\n<ul>\n<li><strong>Research Security Training (RST)<\/strong> for all senior\/key personnel.<\/li>\n<li>Certification of completed RST documented in the Biographical Sketch via SciENcv within <strong>12 months of submission<\/strong>.<\/li>\n<\/ul>\n<p><strong>Read the full notice here:<\/strong> <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-26-017.html\">NIH NOT-OD-26-017<\/a><\/p>\n<p>Boston University <a href=\"https:\/\/www.bu.edu\/research\/2025\/04\/09\/memo-new-research-security-training-requirement-for-doe-sponsored-investigators-to-be-completed-by-may-1-2025-and-for-all-other-researchers-to-be-completed-by-june-30-2025\/\">required<\/a> all researchers who engage in sponsored research to complete the <a href=\"https:\/\/about.citiprogram.org\/\">CITI<\/a> Research Security Combined Training by June 30, 2025. Completing this training satisfies the NIH requirements in this notice.\u00a0 PIs certify this training has been completed for all covered personnel via their signature on the Proposal Summary Form for each proposal.<\/p>\n<h3>NOT-OD-26-018: Common Forms for Biosketch and Other Support<\/h3>\n<p>Effective <strong>January 25, 2026<\/strong>, NIH will require:<\/p>\n<ul>\n<li>Use of <strong>Common Forms<\/strong> for Biographical Sketch and Current &amp; Pending Support.<\/li>\n<li>Forms generated and certified in <strong>SciENcv<\/strong>.<\/li>\n<li>Senior\/key personnel must:\n<ul>\n<li>Link an <strong>ORCID iD<\/strong> to their eRA Commons account.<\/li>\n<li>Personally certify their forms.<\/li>\n<li>Confirm they are <strong>not part of a Malign Foreign Talent Recruitment Program (MFTRP)<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>Incorrect form use will trigger warnings starting January 25 and submission-blocking errors after February 6, 2026.<\/li>\n<\/ul>\n<p><strong>Read the full notice here:<\/strong> <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-26-018.html\">NIH NOT-OD-26-018<\/a><\/p>\n<p>Boston University\u2019s <a href=\"https:\/\/www.bu.edu\/research\/2024\/05\/17\/52457\/\">policy<\/a> prohibits all researchers, regardless of funding source, from participating in a malign foreign talent recruitment program (MFTRP). Boston University\u2019s guidance on MFTRP can be found <a href=\"https:\/\/www.bu.edu\/research\/ethics-compliance\/research-security\/research-security-program\/foreign-talent-recruitment-programs\/\">here<\/a>.<\/p>\n<h2>Foreign Talent Recruitment Program (FTRP) Practices<\/h2>\n<p>Increasingly, Chinese talent agencies are reaching out to researchers to establish international collaborations and offering project-aligned funding with lab and equipment access, competitive compensation packages , and remote-friendly setup with optional site visits. \u00a0In the past year, BU researchers have received Foreign Talent Recruitment communications in the form of flyers or direct email. Some examples are below:<\/p>\n<ul>\n<li>Top-ST-Talent, inviting a researcher to join China\u2019s National Talent Program and specifically referencing China\u2019s Thousand Talents Plan, a prohibited Foreign Talent Recruitment Program under the NDAA 1286 list;<\/li>\n<li>Quinfei Talent Agency- a phishing email; and<\/li>\n<li>Tangshan People\u2019s Hospital, recognized by the Hebei provincial government as a Foreign Academician Workstation and a Hebei Provincial Demonstration Base for Talent Introduction, requesting a collaboration agreement and application to a FTRP, with a scripted video in support of the research program.<\/li>\n<\/ul>\n<p>While not all FTRPs are prohibited, any participation in a FTRP must be disclosed to your federal sponsors and to BU in your EIAR and your FCOI disclosure in Huron. FTRPs that are prohibited are listed in <a href=\"https:\/\/basicresearch.defense.gov\/Portals\/61\/Documents\/Academic%20Research%20Security%20Page\/FY24%20Section%201286%20List%20for%20public%20release_V2.pdf?ver=KqtK4tL1wLDoUwe2yxWHSw%3D%3D\">Section 1286 of the National Defense Authorization Act \u00a0(Public Law 115-232)<\/a>, also known as the NDAA 1286 List.<\/p>\n<p>Boston University\u2019s <a href=\"https:\/\/www.bu.edu\/research\/2024\/05\/17\/52457\/\">policy<\/a> prohibits all researchers, regardless of funding sources from participating in a malign foreign talent program. Boston University\u2019s guidance on MFTRP can be found <a href=\"https:\/\/www.bu.edu\/research\/ethics-compliance\/research-security\/research-security-program\/foreign-talent-recruitment-programs\/\">here<\/a>.<\/p>\n<h2>Research Security and Export Control: NIH Policy on Enhancing Security Measures for Human Biospecimens<\/h2>\n<p>NIH policy on Enhancing Security Measures for Human Biospecimens, NIH- NOT-OD-25-160, effective October 24, 2025, \u00a0prohibits distribution of\u00a0<a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-25-160.html\">human biospecimens<\/a>\u00a0of U.S. persons by any entity (e.g., biorepository, institution, investigator) to institutions or parties located in Countries of Concern, defined by the policy as China, Russia, North Korea, Iran, Cuba and Venezuela. The policy is applicable to all human clinical and research biospecimens obtained from U.S. persons (regardless of identifiability) that are collected, obtained, stored, used, or distributed with ongoing or new NIH funding.
