{"id":51698,"date":"2024-06-22T09:35:19","date_gmt":"2024-06-22T13:35:19","guid":{"rendered":"https:\/\/www.bu.edu\/research\/?page_id=51698"},"modified":"2026-05-27T15:58:42","modified_gmt":"2026-05-27T19:58:42","slug":"research-security-program","status":"publish","type":"page","link":"https:\/\/www.bu.edu\/research\/ethics-compliance\/research-security\/research-security-program\/","title":{"rendered":"Research Security Program"},"content":{"rendered":"<div class=\" bu-callout alignright\"><\/p>\n<h3>Research Security Training Annual Update Due<\/h3>\n<p>Last spring, the Office of Research notified the BU research community of new requirements for <a href=\"https:\/\/www.bu.edu\/research\/2025\/04\/09\/memo-new-research-security-training-requirement-for-doe-sponsored-investigators-to-be-completed-by-may-1-2025-and-for-all-other-researchers-to-be-completed-by-june-30-2025\/\">research security training<\/a> (RST). Federal agencies have since determined that RST must be completed annually. This requirement applies to all covered individuals who engage in sponsored research, including non-federal and industry-sponsored research, not only those receiving federal funding. <strong>This message serves as a reminder to complete your annual update.<\/strong><\/p>\n<p><a href=\"https:\/\/www.bu.edu\/research\/2026\/05\/18\/research-security-training-annual-citi-update-due\/\" class=\"button button-base\">Learn More<\/a><\/div>\n<p><strong>Boston University values and encourages international collaborations and educational exchanges.<\/strong> We strive to uphold academic freedom and believe in the open dissemination of research for the advancement of knowledge. We remain dedicated to our founding principle: \u201cthat research, scholarship, artistic creation, and professional practice should be conducted in the service of the wider community\u2014local and international.\u201d<\/p>\n<p>In recent years, the US government has raised concerns about foreign government interference at research institutions receiving federal funds and has issued new research security policies, guidance, and rules to address these concerns. The government has emphasized that the responsibility for protecting US research from undue foreign influence belongs to individual researchers and their institutions. Accordingly, Boston University has established a Research Security Program. This program is managed through Research Compliance and jointly administered through Research Compliance, Sponsored Programs, Information Security, and Global Programs.<\/p>\n<hr \/>\n<h2>Regulatory Background<\/h2>\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">National Security Presidential Memorandum 33 (NSPM-33)<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\">Released in January 2021, <a href=\"https:\/\/trumpwhitehouse.archives.gov\/presidential-actions\/presidential-memorandum-united-states-government-supported-research-development-national-security-policy\/\">National Security Presidential Memorandum 33 (NSPM-33)<\/a>\u00a0 is a presidential directive to strengthen protections of US government-supported research and development against foreign government interference and misappropriation, while maintaining an open environment to foster research discoveries and innovation that benefit the United States and the world. The main areas of concern are non-disclosure of foreign resources such as foreign employment arrangements, foreign grant support and foreign talent programs; undisclosed significant financial conflicts of interest; and compliance with regulatory requirements including US Export Control laws and regulations. Among other guidelines for increased security measures, NSPM-33 establishes stricter reporting requirements to ensure the protection of research and requires standardization across governmental agencies regarding disclosure of conflicts of interest and commitment, relationships or affiliations with foreign entities, and research support provided by those entities.<\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">Research Security Program Components<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\">NSPM-33 also requires a certification from research organizations awarded in excess of $50 million per year in total federal research funding that they have implemented a research security program that includes four elements:<\/p>\n<p><strong>Cybersecurity<\/strong><\/p>\n<p>Research organizations satisfy the cybersecurity element of the research security program requirement by applying the following basic safeguarding protocols and procedures:<\/p>\n<ul>\n<li>Provide regular cybersecurity awareness training for authorized users of information systems, including in recognizing and responding to social engineering threats and cyber breaches.<\/li>\n<li>Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).<\/li>\n<li>Limit information system access to the types of transactions and functions that authorized users are permitted to execute.<\/li>\n<li>Verify and control\/limit connections to and use of external information systems.<\/li>\n<li>Control any non-public information posted or processed on publicly accessible information systems.<\/li>\n<li>Identify information system users, processes acting on behalf of users, or devices.<\/li>\n<li>Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.<\/li>\n<li>Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.<\/li>\n<li>Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.<\/li>\n<li>Provide protection of scientific data from ransomware and other data integrity attack mechanisms.<\/li>\n<li>Identify, report, and correct information and information system flaws in a timely manner.<\/li>\n<li>Provide protection from malicious code at appropriate locations within organizational information systems.<\/li>\n<li>Update malicious code protection mechanisms when new releases are available.<\/li>\n<li>Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.<\/li>\n<\/ul>\n<p><strong>Foreign Travel Security<\/strong><\/p>\n<ul>\n<li>Research organizations <span><\/span>maintain international travel policies for faculty and staff traveling for organization business, teaching, conference attendance, research purposes, or any offers of sponsored travel that would put a person at risk. Such policies should include an organizational record of covered international travel by faculty and staff and, as appropriate, a disclosure and authorization requirement in advance of international travel, security briefings, assistance with electronic device security (smartphones, laptops, etc.), and preregistration requirements.<\/li>\n<\/ul>\n<p><strong>Research Security Training<\/strong><\/p>\n<ul>\n<li>Provide training to relevant personnel on research security threat awareness and identification, including insider threat training where applicable. Responsible and ethical conduct of research training for faculty and students will include Research Security. In addition to periodic training, research organizations should conduct tailored training in the event of a research security incident.<\/li>\n<\/ul>\n<p><strong>Export Control Training<\/strong><\/p>\n<ul>\n<li>Research organizations conducting research that is subject to export control restrictions provide training to relevant personnel on requirements and processes for reviewing foreign sponsors, collaborators and partnerships, and for ensuring compliance with federal export control requirements and restricted entities lists.<\/li>\n<\/ul>\n<p><\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">Resources<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<ul>\n<li><a href=\"https:\/\/trumpwhitehouse.archives.gov\/presidential-actions\/presidential-memorandum-united-states-government-supported-research-development-national-security-policy\/\">National Security Presidential Memorandum-33 (NSPM-33)<\/a><\/li>\n<li><a href=\"https:\/\/bidenwhitehouse.archives.gov\/wp-content\/uploads\/2022\/01\/010422-NSPM-33-Implementation-Guidance.pdf\">NSPM-33 Implementation Guidance<\/a><\/li>\n<li><a href=\"https:\/\/bidenwhitehouse.archives.gov\/wp-content\/uploads\/2024\/07\/OSTP-RSP-Guidelines-Memo.pdf\">OSTP Guidelines for Research Security Programs at Covered Institutions (7\/9\/24)<\/a><\/li>\n<\/ul>\n<p><\/div>\n<\/div>\n\n<hr \/>\n<h2>BU Research Security Program<\/h2>\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">Program Implementation Status<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\">The Research Security Committee is developing policies and procedures to comply with the federal government&#8217;s regulations related to protecting the US research and development enterprise and overseeing Boston University\u2019s research security program. The <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/4346\/text\">CHIPS and Science Act of 2022<\/a> codifies the requirement for research security training into law. Research Security Training is designed to create awareness of, and protect against, behaviors aimed at misappropriating research and development to the detriment of national or economic security, related violations of research integrity, and foreign government interference.<\/p>\n<p><strong>Beginning May 1, 2025, all \u201cCovered Individuals\u201d listed on Department of Energy (DOE) proposals must certify to DOE that they have completed Research Security Training.<\/strong> Individuals who later join a DOE award, proposed on or after May 1, 2025, will<br \/>\nalso be required to take this training before participating in the research.<\/p>\n<p><strong>Please see the FAQs below for who meets the definition of a \u201cCovered Individual.\u201d<\/strong><\/p>\n<p>It is expected that other agencies will also require Research Security Training. In anticipation of these further agency requirements, BU is requiring that all Researchers who engage in or propose to engage in sponsored research at BU, both federally and non-federally sponsored, must complete the CITI Research Security Training (Combined) by June 30, 2025.<\/p>\n<p>Boston University has adopted the Collaborative Institutional Training Initiative (CITI) Program\u2019s <em>Research Security Training (Combined)<\/em> course to meet research security training requirements. If I do not receive any federal sponsorship do I have to take Research Security Training?<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\">Yes. BU is requiring Research Security Training for all sponsored research at BU, including industry-sponsored research, not just federally sponsored research. Research Security is a shared responsibility of all researchers and across all academic disciplines.<\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">10. If I am a graduate student or postdoctoral associate, do I have to take Research Security Training?<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\">If you are considered a \u201cCovered Individual\u201d on the research, you will need to take Research Security Training. This includes any individual regardless of title, and inclusive of undergraduates, graduate students and postdoctoral associates.<\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">11. It is unlikely, however, that an undergraduate student would be considered a \u201ccovered individual\u201d on a sponsored award.<\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">12. If I am a sub-awardee to a BU Prime Award, do I have to take BU\u2019s Research Security Training?<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\">If you are a sub-awardee to a BU prime award and your home institution has a Research Security Training requirement, then you will take your home institution\u2019s training. If you do not have a Research Security training program in place, you must take the BU Research Security Training.<\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">13. If I am a BMC Researcher, do I have to take BU\u2019s Research Security Training?<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\">If you are a BMC Researcher conducting research at Boston University, you will need to complete BU\u2019s Research Security Training. The act expands the requirements for federal agencies administering these programs to evaluate the security risks of the small businesses that apply for awards under the programs. Federal agencies must conduct ongoing assessments of foreign ownership, control or influence, with particular scrutiny of relationships involving Foreign Countries of Concern.<\/li>\n<li><strong>March 9, 2026:<\/strong> DoW (formerly DoD) published an updated <a href=\"https:\/\/basicresearch.defense.gov\/Portals\/61\/Documents\/Academic Research Security Page\/2026 DoW Component Decision Matrix to Inform Fundamental Research Proposal Mitigation Decisions.pdf?ver=uf_txB5YT_N7ewpWfbpO5w%3d%3d\">Component Decision Matrix to Inform Fundamental Research Proposal Mitigation Decisions<\/a>. DoW program mangers use this matrix to evaluate potential research security risks associated with international collaborations of covered individuals on a research project. The newly revised Matrix <strong>prohibits the use of DoW funds<\/strong> to conduct fundamental research in collaboration with, <strong>or using equipment from, any entity named on any of the &#8220;<a href=\"https:\/\/basicresearch.defense.gov\/Portals\/61\/Documents\/Academic Research Security Page\/2026 DoW Component Decision Matrix to Inform Fundamental Research Proposal Mitigation Decisions.pdf?ver=uf_txB5YT_N7ewpWfbpO5w%3d%3d\">Prohibited Entity Lists<\/a>&#8220;<\/strong> included in the Matrix. This funding prohibition also extends to collaborations involving employees of such entities. Please note that co-authorship can be considered an example of collaboration. This Matrix goes into effect May 8, 2026, superseding the May 5, 2025 version. A comparison table of Risk Factors Considered per Agency in risk evaluations can be found <a href=\"https:\/\/www.bu.edu\/research\/ethics-compliance\/research-security\/research-security-program\/federal-agency-reviews-of-fundamental-research\/#agency\">here<\/a>.<\/li>\n<li><strong>February 5, 2026:<\/strong> NASA <a href=\"https:\/\/www.nasa.gov\/wp-content\/uploads\/2026\/02\/gic-26-02-research-security-training-requirements.pdf?emrc=b6b363\">requires<\/a> that, effective August 5, 2026, &#8220;covered individuals&#8221; on a research proposal submitted to NASA must certify (in their biographical sketch and pending (other) support forms), that they have completed Research Security Training within the 12 months prior to application submission. Covered individuals include PIs, Co-PIs, and CO-Is proposing to spend 10% or more of their time in any given year on a NASA-funded award. NASA may designate additional personnel categories on a project-by-project basis as explicitly stated in the Notice of Funding Opportunity. This training requirement is satisfied by completion of the Research Security (Combined) Training. BU <a href=\"https:\/\/www.bu.edu\/research\/2025\/04\/09\/memo-new-research-security-training-requirement-for-doe-sponsored-investigators-to-be-completed-by-may-1-2025-and-for-all-other-researchers-to-be-completed-by-june-30-2025\/\">required<\/a> all researchers who engage in or propose to engage in sponsored research at BU to complete this training by June 30, 2025.<\/li>\n<li><strong>January 7, 2026:<\/strong> DoD issues <a href=\"https:\/\/www.cto.mil\/wp-content\/uploads\/2026\/01\/Fundamental-Research-Security-Initiatives.pdf\">Fundamental Research Security Initiatives and Implementation<\/a> directing DoD component heads to prohibit entities identified on the most recent version of the \u201cChinese Military Companies Operating in the United States\u201d list, as outlined in Section 1260H of the National Defense Authorization Act for FY 2021, from receiving funding from fundamental research assistance awards.<\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">2025<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<ul>\n<li><strong>December 31, 2025:<\/strong>  The U.S. Department of Agriculture (USDA) released a <a href=\"https:\/\/www.usda.gov\/sites\/default\/files\/documents\/sm-1078-021.pdf\">Secretary\u2019s Memorandum<\/a> requiring implementation of new <a href=\"https:\/\/www.usda.gov\/sites\/default\/files\/documents\/usda-general-terms-conditions-2025.pdf\">USDA General Terms and Conditions<\/a> to be applied to all future USDA awards. The memo implements the use of Common Forms for Biographical Sketch and Current and Pending (Other) Support in SciENcv. Sections 10.6-10.9, relating to Research Security, go further than other agencies and require certification by the recipient of a research award that each individual employed by the recipient to work on the award (not just covered individuals) has completed Research Security Training; certification by the recipient that any individual employed to work on the award is not participating, <strong>and has not participated within the past 10 years,<\/strong> in a Malign Foreign Talent Recruitment Program; and provision by the recipient of any supporting documentation, including copies of contracts, grants, or any other agreement, specific to foreign appointments, employment with a foreign institution, participation in a foreign talent recruitment program, and other information reported as current and pending support for all employees working on the award. Section 10.7 provides that \u201cBy accepting the Federal award, the recipient (whether an institution or individual) certifies that they are not currently, and will not in the future, enter into any subawards, contracts, or other agreements, or otherwise provide any form of benefit (material or non-material) through either funded or unfunded work to any foreign person, foreign entity, U.S. citizen, or U.S. entity, that is subject to FOCI by a foreign country of concern or another foreign adversary.\u201d<\/li>\n<li><strong>December 14, 2025:<\/strong> NIH Office of Policy for Extramural Research Administration (OPERA) posted <a href=\"https:\/\/grants.nih.gov\/sites\/default\/files\/NIH-Examples-Scenarios-Monetary-Donations.pdf\">example scenarios<\/a> in which monetary donations that support a researcher\u2019s activities should be reported as Other Support vs. Gift.<\/li>\n<li><strong>December 3, 2025:<\/strong> DOE releases Financial Assistance Letter <a href=\"https:\/\/www.energy.gov\/management\/fal-2026-02-biographical-sketch-and-current-and-pending-other-support-common-form-usage\">(FAL) 2026-2<\/a> implementing the use of  Biographical Sketch and Current and Pending (Other) Support Common Forms, effective December 3, 2025. Use of SciENcv is required to complete the Common Forms. DOE uses the <a href=\"https:\/\/www.nsf.gov\/policies\/nspm-33\/disclosures\">NSTC disclosure table<\/a> on the NSF website (last updated May 20, 2024) to assure consistency in reporting requirements across funding agencies. The Common Forms include certification by the Covered Individual that they are not participating in a Malign Foreign Talent Recruitment Program (MFTRP). Regarding disclosure of in-kind travel, a Notice of Funding Opportunity (NOFO) may require the disclosure of \u201cTravel supported\/paid by an external entity to attend a conference or workshop\u201d located in a foreign country of concern (FCOC), and\/or \u201cTravel supported\/paid by an external entity to attend a conference or workshop\u201d when the supporting\/paying external entity is located in an FCOC. FCOC presently include China, Russia, N. Korea and Iran.<\/li>\n<li><strong>December 2, 2025:<\/strong> NIH announces implementation of the Common Forms for Biographical Sketch and Current and Pending (Other) Support <strong>for due dates on or after January 25, 2026<\/strong>. The Common Forms will include certification regarding participation in Malign Foreign Talent Recruitment Programs (MFTRP). <strong>Effective January 25, 2026,<\/strong> individuals who are a current party to a MFTRP are not eligible to serve as a senior\/key person on an NIH grant or cooperative agreement.<\/li>\n<li><strong>October 24, 2025:<\/strong> NIH policy entitled \u201cEnhancing Security Measures for Human Biospecimens\u201d (the \u201cPolicy\u201d) goes into effect. The Policy is based on Executive Order 14117, \u201cPreventing Access to Americans&#8217; Bulk Sensitive Personal Data and United States Government-Related Data by Countries of Concern\u201d and places new restrictions on entities that hold human biospecimens of U.S. persons collected, obtained, stored, used, or distributed using on-going or new NIH funds. Subject to only limited exceptions, the Policy prohibits the sharing of such biospecimens, directly or indirectly, with institutions or parties located in \u201cCountries of Concern\u201d defined as the People&#8217;s Republic of China (including Hong Kong and Macau), Russia, Iran, North Korea, Cuba and Venezuela.<\/li>\n<li><strong>October 1, 2025:<\/strong> NIH requires training for all researchers identified as Senior\/Key Personnel on the requirement to disclose all research activities and affiliations in Other Support to ensure Senior\/Key <em>Personnel<\/em> fully understand their responsibility to disclose all resources made available to the researcher in support of and\/or related to all of their research endeavors, regardless of whether or not they have a monetary value and regardless of whether they are based at the institution the researcher identifies for the current grant. This \u201cOther Support Training\u201d requirement is satisfied by completion of the CITI Research Security (Combined) Training.<\/li>\n<li><strong>June 30, 2025:<\/strong> All covered individuals, regardless of source of funding, must complete the CITI Research Security (Combined) Training by <strong>June 30, 2025<\/strong>. Those who do not meet the training deadline will not be allowed to submit new proposals.<\/li>\n<li><strong>June 24, 2025:<\/strong> DOD updates the list of foreign institutions engaging in problematic activity as described in Section 1286, as amended, of the National Defense Authorization Act for Fiscal Year 2019. The Department also reaffirms the Fiscal Year 2023 list of foreign talent programs that pose a threat to national security, as required in Section 1286.<\/li>\n<li><strong>May 1, 2025:<\/strong> Department of Energy (DOE) research security training requirement goes into effect on May 1, 2025. If you are a DOE researcher and have not completed research security training prior to May 1, 2025, you will not be able to submit any new proposals as of May 1.<\/li>\n<li><strong>March 25, 2025:<\/strong> NIH announces that, until further notice, it is postponing its implementation of the Common Forms for Biographical Sketch and Current and Pending (Other) Support, originally required to be used with all applications and Research Performance Progress Reports by May 25, 2025.<\/li>\n<\/ul>\n<p><\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">2024<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<ul>\n<li><strong>October 7, 2024:<\/strong> Department of Energy releases Research Security Training Requirements for all R&#038;D Financial Assistance Awards. <a href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2024-10\/FAL25-02%20Research%20Security%20Training%20Requirements%20%28CHIPS%29_0.pdf\">Financial Assistance Letter (FAL 2025-02)<\/a>. As of May 1, 2025, Covered Individuals must certify that they have \u201ccompleted within one year of such application research security training that meets the guidelines described in the CHIPS and Science Act of 2022. DOE interprets this as the 12 months immediately preceding the application date.\n<li><strong>August 15, 2024:<\/strong> NIH issues a <a href=\"https:\/\/grants.nih.gov\/sites\/default\/files\/NIH%20Decision%20Matrix%20for%20Assessing%20Potential%20Foreign%20Interference%20for%20Covered%20Individuals%20or%20Senior%207%2026%2024%20clean.pdf\">Decision Matrix<\/a> for Assessing Potential Foreign Influence. NIH has developed the matrix as a guide to assist NIH in reviewing grant applications and ongoing awards for signs of potential foreign interference and in mitigating risk.<\/li>\n<li><strong>July 31, 2024:<\/strong>  NIH announces that the Common Forms for Biographical Sketch and Current and Pending (Other) support are required to be used with all applications and Research Performance Progress Reports by May 25, 2025. These forms will be collected through SciENcv.<\/li>\n<li><strong>July 9, 2024: <\/strong>: The Office of Science and Technology Policy (OSTP) released a <a href=\"https:\/\/bidenwhitehouse.archives.gov\/wp-content\/uploads\/2024\/07\/OSTP-RSP-Guidelines-Memo.pdf\">memorandum<\/a> to the heads of federal research agencies regarding new guidelines for research security programs at covered institutions. This guidance supersedes, in full, the portions of the NSTC Implementation Guidance describing Research Security Programs (see pages 18-21).<\/li>\n<li><strong>June 5, 2024:<\/strong> NSF announces the Trusted Research Using Safeguards and Transparency (TRUST) research security risk management framework to be used in funding decisions. TRUST is a decision tree approach to assess research proposals and ongoing projects for concerning appointments and research support, non-compliance with disclosure and other requirements, and potential risks to national security. Beginning in fiscal year (FY) 2025, a first phase pilot program will be implemented in which the TRUST framework will be applied to quantum-related proposals after they undergo merit review.<\/li>\n<li><strong>May 20, 2024:<\/strong> BU Policy on in Malign Foreign Talent Recruitment Program goes into effect for NSF-funded projects. The policy will go into effect on August 9, 2024 for all other research.<\/li>\n<li><strong>May 20, 2024:<\/strong> NSF use of Common Forms for Biographical Sketch and Current and Pending (Other) Support, including  certification regarding Malign Foreign Talent Recruitment Program participation goes into effect.<\/li>\n<li><strong>May 17, 2024: <\/strong>BU announces adoption of Policy on Participation in Malign Foreign Talent Recruitment Program which prohibits  all Researchers conducting research at BU from participating in Malign Foreign Talent Recruitment Programs regardless of the source of funding and including federal, non-federal, internally funded and unfunded research.<\/li>\n<li><strong>April 4, 2024:<\/strong> NIH announced that it would adopt the Common Disclosure Forms for the Biographical Sketch and Current and Pending (Other) Support for applications submitted in 2025.\n<li><strong>February 14, 2024:<\/strong> OSTP issued a set of <a href=\"https:\/\/bidenwhitehouse.archives.gov\/wp-content\/uploads\/2024\/02\/OSTP-Foreign-Talent-Recruitment-Program-Guidelines.pdf\">guidelines<\/a> regarding Foreign Talent Recruitment Programs (FRTPs), as required by section 10631(b) of the CHIPS and Science Act of 2022. The OSTP guidelines define a <em>Foreign Talent Recruitment Program<\/em> and <em>Malign Foreign Talent Recruitment Programs <\/em>consistent with the CHIPS and Science Act definitions.<\/li>\n<li><strong>February 14, 2024:<\/strong> OSTP issued <a href=\"https:\/\/bidenwhitehouse.archives.gov\/wp-content\/uploads\/2024\/02\/OSTP-Common-Disclosure-Form-Policy.pdf\">Policy Regarding Use of Common Disclosure Forms for the \u201cBiographical Sketch\u201d and the \u201cCurrent and Pending (Other) Support\u201d Sections of Applications by Federal Research Funding Agencies<\/a>. This policy requires federal research funding agencies to use the NSF common disclosure forms for the Biographical Sketch and the Current and Pending (Other) Support portions of funding application packages for grants and cooperative agreements and provides that the Common Forms will replace other forms that agencies currently use to disclose biographical sketch, and current and pending (other) support information, when applicants apply for federal research funding. Although there may be circumstances where agencies choose not to use the Common Forms, deviation from the common disclosure forms will require United States Office of Management and Budget (OMB) review and clearance. The policy requires each federal funding agency with an annual extramural research expenditure of over $100,000,000 to submit a plan to implement use of the Common Forms to OSTP by May 14, 2024.<\/li>\n<li><strong>January 30, 2024:<\/strong> NSF, in partnership with the NIH, DOE and DOD, released an <a href=\"https:\/\/new.nsf.gov\/research-security\/training#take-the-research-security-training-66a\">online research security training<\/a> for the research community which satisfies the research security program training requirement of NSPM 33.<\/li>\n<li><strong>January 22, 2024:<\/strong> NSF released <a href=\"https:\/\/nsf-gov-resources.nsf.gov\/files\/nsf24_1.pdf?VersionId=bC5eAbbJ2oGKBJ_MjrTIij49k6UsVJaV\">PAPPG 24-1<\/a>, effective for proposals submitted or due on or after May 20, 2024. PAPPG 24-1 institutes a requirement for Senior Key Personnel on a proposal to certify that they do not participate in a Malign Foreign Talent Recruitment Program (MFTRP) and prohibits those who participate in MFTRP from being eligible for NSF funding of the proposal.<\/li>\n<\/ul>\n<p><\/div>\n<\/div>\n\n<div class=\"bu_collapsible_container \" aria-live=\"polite\" data-customize-animation=\"false\"><h3 class=\"bu_collapsible\" aria-expanded=\"false\"tabindex=\"0\" role=\"button\">2023<\/h3><div class=\"bu_collapsible_section\" style=\"display: none;\"><\/p>\n<ul>\n<li><strong>November 1, 2023:<\/strong> NSF released <a href=\"https:\/\/www.nsf.gov\/bfa\/dias\/policy\/nstc_disclosure.jsp\">common disclosure forms<\/a> for \u201cCurrent and Pending (Other) Support Information\u201d and \u201cBiographical Sketch\u201d. The common disclosure forms are part of the Government\u2019s effort to harmonize disclosure requirements across federal agencies. NSF will require senior and key personnel to use the common disclosure forms starting spring 2024.\u00a0Other federal agencies will adopt the common disclosure forms for use on a rolling basis.<\/li>\n<li><strong>September 15, 2023:<\/strong> NIH updated its grants policy guidance for foreign subaward agreements. <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-23-182.html\">NOT-OD-23-182<\/a>. Effective January 1, 2024, agreements for foreign subawards must contain a provision requiring foreign subrecipients to provide access to copies of all lab notebooks, all data, and all documentation that supports the research outcomes as described in the progress report, to the primary recipient (Boston University) with a frequency of no less than once per year, in alignment with the timing requirements for Research Performance Progress Report (RPPR) submission.<\/li>\n<li><strong>June 29, 2023:<\/strong> DOD released guidance regarding countering unwanted foreign influence in department-funded research at institutes of higher education and established a Decision Matrix to Inform Fundamental Research Proposal Mitigation Decisions.
