for an agreement to prohibit
nuclear arms and a first strike.
Strout's insistence that ar–
mament negotiations cannot be
put off till parity is reached is
just the opposite of what
Sakharov is saying. And Strout
ignores Sakharov's statement
that "if totalitarian expansion is
brought to an end, then agree–
ments should be reached pro–
hibiting the first use of nuclear
weapons, and later, banning
such weapons ."
making Aesop, that is, Sak–
harov, sound like Haig is also in
total contradiction to the letter
and the spirit of Sakharov's plea.
(Strout's wit is no more to the
point than h is politics.) Further–
more , it is a clear example of the
tendency of a part of the liberal–
left to place unilateral blame on
American armament for "the
rising level of international in–
security," and to ignore the
meaning of the massive nuclear
armament of the Soviet UI\ion.
Strout's last remark about
our "reckless pursuit of the com–
petition in 'overkill,'" and my
What is dismaying Sak–
harov and other Soviet dis–
sidents is the political innocence
of some Western intellectuals.
