conflict within the nation involves foreign dangers and every disagree–
ment with a foreign government creates a situation of civil war.
These are the conditions which, during the thirties, made possible
the success of the Fascist and Communist movements, whose modern–
ity consiEted precisely in their having identified domestic with foreign
policies. The restoration of the status quo will automatically restore
or create "parties" which-whatever their ideologies may be-will be
directed and exploited by foreign powers, thereby adding new ex–
plosives to a highly inflammable substance. However disturbing and
disgusting may be the revived border conflicts which are the first
results of restoration, they are but small, very small incidents com–
pared to the dangers inherent in the very nature of the entire situation.
