Mark Storella

Professor of the Practice of Diplomacy Mark Storella warned that a convergence of interrelated global challenges (including demographic change, public health, climate stress, artificial intelligence, and migration) is placing unprecedented strain on an already disrupted international system. Speaking at the First Annual Boston International Affairs Summit, Storella noted that what many analysts describe as a “geopolitical recession” is eroding the effectiveness of key global institutions, including the UN General Assembly and the UN Security Council, that are essential for delivering sustainable solutions.

The conference, titled The Future of Navigating a Fractured World, was organized by the Boston University International Affairs Association (BUIAA) and held on March 22. The event brought together students, scholars, and practitioners for a series of keynote addresses and panel discussions examining global governance and resilience. Storella participated in the panel Building the Sustainable State: Policy, Health, and Climate Adaptation, alongside Bangladesh Ambassador to the United States, Tareq Md Ariful Islam, and BU Professor of Environmental Health, Dr. Patricia Fabian.

During the discussion, Ambassador Islam highlighted how resource‑constrained countries such as Bangladesh can leverage human capital to confront intersecting development and climate challenges. Professor Fabian addressed the role of emerging technologies in tackling issues such as indoor air quality and emphasized how new cooperative frameworks, such as the C40 Climate Leadership Group of major cities, are increasingly stepping in to address complex environmental problems.

While acknowledging the paralysis affecting major multilateral political institutions, Storella encouraged students not to lose hope. He pointed to advances in clean energy generation and storage, as well as the continued effectiveness of multilateral technical bodies such as the World Health Organization, the World Intellectual Property Organization, and the International Telecommunication Union, which continue to facilitate practical cooperation across borders.

Storella concluded by emphasizing that meaningful progress on global challenges will ultimately require renewed cooperation at the highest level, particularly between the United States and China, despite the broader geopolitical tensions shaping today’s international landscape.

Mark C.
