It stresses on the necessity and also the opportunity of creating bottom-up climate policies in agriculture that focus much more on adaptation and, increasingly, loss and damage. Najam suggests that with the “Age of Adaptation” now upon us, there is an urgency for doing so but also a national need, and possibility local will.

Najam’s additional chapter in the same book, Moving Past the 1% Narrative, is a hard-hitting call for developing countries to get past the victimhood framework in international climate negotiations. Najam argues that while it is entirely true that developing countries like Pakistan have not been the primary cause of global warming emissions, but the fact is that simply stating this fact has had little to no impact on industrialized countries in terms of giving developing countries fair treatment and now the reality of the “Age of Adaptation” is upon us. Rather than running after international climate finance that is not materializing, developing countries should focus on those adaptation policies that are most beneficial for the lives and livelihoods of their own citizens, in this case farmers and the agricultural sector.

The book can be read online here.

Adil Najam is Dean Emeritus and Professor at the Pardee School of Global Studies at Boston University.
