Jorge Heine.<\/figcaption><\/figure>\n<p><span>In a recent interview on global reactions to U.S. foreign policy for <em>The Heat<\/em>, in part of CGTN America, Ambassador Jorge Heine, former Chilean diplomat to China and professor at the Pardee School, offered a stark assessment of Washington\u2019s renewed invocation of the Monroe Doctrine. Heine argued that attempts to revive an 1823 framework for limiting external influence in the Western Hemisphere are fundamentally incompatible with today\u2019s globalized Latin America. The region, he emphasized, now engages with a wide array of international partners, making any effort to restrict \u201cextra\u2011regional\u201d actors both unrealistic and out of step with contemporary diplomacy.<\/span><\/p>\n<p><span>Heine expressed deep concern over the January 3 U.S. military strike on Venezuela, calling it a historic rupture in inter\u2011American relations. While U.S. interventions have occurred in Central America, Mexico, and the Caribbean, he noted that this was the first attack on the South American mainland in 200 years, a threshold he described as \u201cvery dangerous.\u201d Statements from U.S. officials suggesting that other countries, including Mexico, Colombia, and Cuba, could be next have heightened regional alarm.<\/span><\/p>\n<p><span>Despite these tensions, Heine underscored the importance of continued dialogue. He pointed to recent engagements between President Trump and leaders such as Brazil\u2019s President Luiz In\u00e1cio Lula da Silva, noting that past conversations have led to policy adjustments, including the reversal of a proposed tariff increase on Brazil. He said, &#8220;I&#8217;m hopeful that his talks with President Petro will also lead him to a softened on his stance on on Colombia. I&#8217;m encouraged by by these meetings.&#8221;<\/span><\/p>\n<p><span>Heine also highlighted growing pressure on Cuba, which has faced the loss of Venezuelan oil supplies and a halt in shipments from Mexico. He argued that Washington appears to be pursuing a long\u2011term strategy aimed at economically isolating the island rather than employing direct military force.
