Heine further unpacked the reasons behind China\u2019s exponential growth in Latin America which complicate the United States endeavor for total control over the region.<\/span><\/p>\n<figure id=\"attachment_56747\" aria-describedby=\"caption-attachment-56747\" style=\"width: 460px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" src=\"\/pardeeschool\/files\/2023\/07\/heineee-450x300.jpeg\" alt=\"\" width=\"450\" height=\"300\" class=\"wp-image-56747 size-medium\" srcset=\"https:\/\/www.bu.edu\/pardeeschool\/files\/2023\/07\/heineee-450x300.jpeg 450w, https:\/\/www.bu.edu\/pardeeschool\/files\/2023\/07\/heineee-768x512.jpeg 768w, https:\/\/www.bu.edu\/pardeeschool\/files\/2023\/07\/heineee.jpeg 900w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><figcaption id=\"caption-attachment-56747\" class=\"wp-caption-text\">Ambassador Jorge Heine<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">\u201cTo a considerable degree, the resurgence of the Monroe Doctrine is related to a perceived need to do something about the Chinese presence in the region,\u201d said Heine. \u201cBut I must break the news to Mr. Trump and his administration: That horse is already out of the barn.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since the early aughts, the United States and the European Union have been key trading partners of Latin America. However, this is no longer the case. China has now surpassed the two western powers to become Latin America\u2019s number one trading partner. Additionally, China has made its presence in countries like Peru palpable by investing in major infrastructure projects like the megaport in Chancay, which is touted to transform the idyllic beach town into the \u201cShanghai of South America.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPeru now exports more to China than to the EU and the U.S. combined,\u201d Heine said. \u201cAbout a quarter of all agricultural imports to China come from South America\u2019s southern cone alone. Is the U.S. going to replace that?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another issue that hangs over Latin America is the low rate of infrastructure. Heine observed that this has compelled several leaders of the region to commit to China\u2019s Belt and Road Initiative.
