Kevin Gallagher<\/a>, Professor of Global Development Policy at BU\u2019s Frederick S. Pardee School of Global Studies and Director of BU\u2019s\u00a0<\/span>Global Development Policy Center<\/a>\u00a0(GDP Center), published a\u00a0Project Syndicate\u00a0<\/em>op-ed on the International Monetary Fund’s capital-flow regulation and how the organization can improve this practice.\u00a0<\/span><\/p>\n

Gallagher\u00a0<\/span>co-authored the article<\/span>, titled \u201cThe IMF’s Unfinished Business<\/a><\/span>,\u201d with Nobel Prize-winning economist and professor at Columbia University Joseph E. Stiglitz.<\/span>\u00a0The two argue that it is critical the IMF embrace capital controls and the role they can play in helping member states mitigate financial instability. They call for a number of reforms to the Fund\u2019s capital-account policy, which include advising member countries to enact permanent regulations allowing for the rapid deployment of \u201ccapital flow management measures\u201d (CFM) during surges and sudden stops as well as advocating for reforms to trade and investment treaties to grant emerging markets and developing countries more policy leeway for using CFMs<\/span><\/p>\n
